<br />RE: Renewal of Summit County Conditional Use Permit and Amendments <br />for Maryland Creek Ranch Sand and Gravel <br />Primary access to the site is currently maintained at the northern access road. A limited number <br />of trucks will begin using the southern access point after final approval of the May 2001 <br />amendment and construction of the access point as per the Colorado Department of <br />Transportation access permit. <br />Pertormance Standards and Mitigation <br />Air uali <br />We are in compliance of all air quality standards and throughput limitations as detailed in our <br />state air permits issued by the Colorado Department of Public Health and Environment Air <br />Pollution Control Division (CDPHE-APCD). All opacity tests at the Maryland Creek Ranch have <br />shown that the various equipment -screens, crushers, and concrete and asphalt plants are all <br />operating in compliance and are way below the county, state and federally required opacity <br />limitations. The baghouses (dust collector equipment) on the concrete and asphalt plants are <br />maintained as per the manufacturer's standards. <br />We are in compliance with our dust control plan, and mitigate any fugitive dust through the <br />following measures. If topsoil and overburden stockpiles are to remain in place for more than <br />45 days, they are revegetated. Stockpiles and roads are watered whenever necessary, and <br />speed limits are at 25 m.p.h. or below throughout the site. We also have concurrent <br />reclamation, which limits disturbance. <br />We have volunteered to have our asphalt plant be apart of aindustry-compliance study <br />conducted by a joint team from the Colorado Asphalt Paving Association and the CDPHE-APCD <br />Water Quality <br />We are in compliance with our state CDPES permit and conduct monthly water monitoring for <br />any discharge points. <br />Water and sanitation facilities have been installed as per Summit County Health requirements. <br />All stormwater drainage throughout the processing area Is directed through culverts and pipes <br />which lead to the detention ponds near the plant entrance. Storrnwater drainage in the current <br />mining area is directed into and contained within the excavated area. <br />The water used in the aggregate wash plant is pumped from the Cell 1, and then redirected <br />through culverts and pipes back into Cell 1 to be recycled and used again in the wash plant. <br />The closed-circuit water recycling allows for less water use and settling of any fines into Cell 1. <br />The wetland areas adjacent to Cetls 1 and 2 are protected with silt fencing. <br />Fuels and chemical containment is maintained and inspected on a regular basis. The fuel tanks <br />are Convault tanks, which are double-walled concrete lined tanks. Chemicals for maintenance <br />and for concrete production are all stored inside buildings. The oil for the asphalt is stored in a <br />tank which is placed within a concrete containment structure. <br />LM/MCR-cuprenewal•summit•070201.doc 4 <br />
