RE: Renewal of Summit County Conditional Use Permlt and Amendments
for Maryland Creek Ranch Sand and Gravel
Berms have been placed (and vegetated) around the processing area to mitigate visual and
noise impacts. The berms have been vegetated and a sprinkler system installed to ensure
proper irrigation. Trees have also been planted and are regularly maintained along the eastern
side of the berms as per the approved landscape plans.
Utility lines have been placed underground, which not only helps to ensure service of vital
services such as electricity and telephone, but also minimizes any off-site visual impacts.
The office, maintenance buildings, and concrete and asphalt plants have been constructed as
per approved plans. An amendment in February 1997, increased the sizes of the office and
maintenance building. They have al! been constructed as per the approved amendment.
Parking for employees and heavy equipment is paved, thereby ensuring compliance with state
dust control standards. Parking at the office is paved concrete and was constructed for 15
spaces, as; per the amendment in October 1997. The entrance to the site has been paved up to
the office.
As per our permit conditions, the only raw materials imported to the site are for use in concrete
and asphalt production. All inert fill material brought onto the site is approved by the Summit
County Engineer prior to admittance to the site. The inert fill material is also inspected on site
prior to deposit as fill for the required lakeshore undulations.
The only equipment kept on site is that which is necessary for daily and on-going operation and
maintenance of the permitted uses artd activities.
Duration of Permit and Operation Schedule
The original permit was approved by the Summit County Board of County Commissioners
December 6, 1996. We are requesting renewal of the conditional use permit and subsequent
amendments.
We request that this permit be extended for the life of the mine, which shall be upon depletion of
the gravel resource and final reclamation of the site. Please note that the Planning Department
receives an annual report on this operation, and has the authority to conduct reviews it feels are
warranted. The intent of the five-year renewal was to review how the conditions have been met,
and how cur operation works within the framework of the Lower Blue Community. We have
succeeded in complying with all the permit conditions and have "fit-in" with the surrounding
area. Finally, County Staff has informed us that they have received no complaints.
Operations at the Maryland Creek Ranch site are conducted within the approved hours of
6:OOam-6:OOpm from March 2 to December 20, and 7:OOam-5:30pm from December 21 to
March 1, on weekdays; and 8:OOam-6:OOpm on Saturdays throughout the year. The hours of
operation have been extended for~specific projects, with prior approval from Planning Staff.
Production and Traffic Limitations
We are in compliance with the production limitation of 750,000 tons per year of aggregate
production, as amended in August 1999.
LM/MCR-cuprenewal-summit-070201.doc
