23 <br />One complete original application, ezcluding any confidential <br />information, Trill be retained in the case file at all times. <br />•• Upon receipt of an application for suspension, update All~RS and <br />SIRS suspension data elements. If the application is for a force <br />majeure suspension, SLMS undesirable event data elements also must <br />be updated. For FCLAA coal and for IMJ's, SIMS diligence data <br />elements must also be updated. <br />3. Review of Application. <br />The authorized officer will initially review the suspension application <br />to determine that the following actions have been taken aad that these <br />requirements have been met: <br />° The application has been filed in duplicate for solid mineral <br />leases and in triplicate for coal leases; <br />° No filing fee is required; <br />° The application has bees date and time-stamped; <br />° Both computerized lease management systems, AIMRS and SI2lS, are <br />updated to reflect application filing; and <br />° The application contslna the information addressed in <br />Section II.A.1.2. "Application Content" above. <br />a. Complete Application. If the application appears to be complete, <br />the authorized officer will then determine whether the lessee has <br />applied for the proper type of suapeasioa amd whether the <br />eupporting documents or information appear to be adequate to <br />justify the request. The application will be reviewed to <br />determine whether: <br />1) The suspension is permitted by law and regulation; <br />2) It conforms to the criteria set forth 1a these <br />guidelines; and <br />3) The suspension is not prohibited by any terms or <br />conditions of the applicable lease(s). <br />If the application is in order, the authorized officer will forward <br />a copy of the application to the BI,N Office responsible for lease <br />inspection and enforcement, and Trill ensure that inspection of the <br />lease(s) ie scheduled and coordinated with other Federal Agencies, <br />ae appropriate. <br />Attachment 1-26 <br />
