24 <br />b. Additional Information Required. If the supporting documents do <br />not contain sufficient information to determine whether a lease <br />suspension is justified, the authorized officer will request the <br />necessary additional information from the lessee. The application <br />will not be considered defective if it meets the general applica- <br />tion requirements listed above. <br />** IIpdate ALMRS that additional information has been requested. <br />c. Incomplete or Defective Application. If the application ie not <br />complete because it has not met the basic requirements, it will be <br />considered defective. A decision document stating that the <br />application is defective will be sent by certified mail, return <br />receipt requested to the applicant. The applicant will be allowed <br />30-days from receipt thereof to furnish the required information. <br />The authorized officer may grant the applicant one 30~ay <br />extension of time in which to submit this information if the <br />applicant files a written request for an ertension within the <br />first 30-day period. If the applicant fails to furnish the <br />required information to the authorized officer within these time <br />periods, the application will be rejected. <br />If the lessee has requested one type of suspension under the law <br />and regulations but has provided supporting information for <br />~~ another type, the application will be treated se defective. The <br />lessee will be given an opportunity to correct the application, <br />following the procedures for an incomplete application. <br />4. Coordination With Other Offices. <br />Once the authorized officer is satisfied that the application is <br />complete and that the supporting documents furnish sufficient <br />information for the suspension request, copies of the application will <br />be forwarded to the appropriate BI?[ District or Area Office, as <br />applicable. Copies of the application will also be sent, as <br />appropriate, to the surface management agency, if other than BI?!, and <br />for coal to OSlIItE/SRA, requesting a report from them that includes: <br />1) that Federal Agency's comments regarding the applicant's <br />justification for suspension; and 2) recommendation of any suspension <br />etipulatione considered appropriate based on the application. Allow <br />30 days for receipt of this report. <br />In addition, for non-PCLAA coal and solid mineral leases, the <br />authorized officer may, ae appropriate, forward a copy of any <br />eoplication for suspension of operations to the lfinerals tianagement <br />Service (14lS) requesting reviex of and comment on the financial <br />information.
