zl <br />BLM has two Bureau-wide national computer systems having data elements <br />reflecting coal and solid mineral leasing and operations activities. The <br />Automated Land and Mineral Record System (ALMRS) ie a case-recordation <br />system. The Solid Leasable Minerals System (SLMS) is designed for management <br />of information on coal and solid mineral leases, licenses, permits and <br />applicatione on Federal and Indian lands. The State Director is responsible <br />for ensuring the timely and accurate updating of SLMS. The following <br />administrative procedures that are marked by txo asterisks (**) will require <br />updating in ALMRS or SLMS. <br />A. Application Processing. <br />1. Applications. <br />a. Application Content. In accordance with the regulations, an <br />application for any of the three types of suspensions addressed in <br />these guidelines shall be submitted to the BLM State Office. <br />No specific form of application is required, but it should provide the <br />following information: <br />° Lessee(s) name and address, and that of the operator or sublessee, <br />if applicable; <br />Type of suspension requested with aerial number of the lease(s); <br />and <br />i Supporting information or documentation establishing that the <br />~ application meets the statutory and regulatory requirements for <br />that type of suspension. <br />For a suspension of operations and production of an L`!t'i, the application must <br />address the entire LMU because any Federal coal lease included in as LMU is <br />subject to the diligent development and continued operation requirements <br />imposed on the LMU (43 CFR 3483.1(c)). <br />For a suspension of operations, mine-coal and financial data will be required <br />from the lessee in order to determine whether the lease(s) cannot be operated <br />except at a loss. <br />For force majeure suspensions, the lessee's certified statement on the <br />condition(s) causing the need for a suspension must be included. For those <br />applicatione based on casualties occurring to or resulting from parties not <br />under the control of the lessee, documentation from that party regarding the <br />casualties will be necessary. <br />Attachment 1-24 <br />r <br />i <br />
