1. PROCEDURES AND SUMMARY OF THE REVIEW PROCESS
<br /> P&M applied for a Phase I bond release under the Colorado Surface Coal Mining and
<br /> Reclamation Act following reclamation of several support facilities at the Edna Mine. The
<br /> area requested for release covers 258.0 acres and is located in Routt County, 5 miles
<br /> northwest of Oak Creek. The lands requested for release lay within the following legal
<br /> descriptions, all west of the 61h P.M.:

<br /> The areas included in this request consist of support facilities which were used at the mine
<br /> in conjunction with the mining operations. Specific facilities include: the roadway system,
<br /> the grizzly pad area, the explosives magazine/facilities pond area, the power line corridor,
<br /> the bone-yard and utility road, and the permanent impoundment areas. The roadway system
<br /> includes the North Road, Skyline Drive, Lower Moffat Road (including areas associated with
<br /> the Moffat Pond), the West Ridge Road (including roadway and areas associated with the
<br /> West Ridge Pond and Center Ridge Pond, but excluding the roadway within the West Ridge
<br /> Edna Mine 2 Bond Release No. 7
