B. Attachment 1 shows a location map o£ the site and figures of the approved mining plan. Attachment 2 is a <br />summary table showing anticipated mine phases, wetland impacts, wetland mitigation required and associated dates. <br />The compensatory mitigation will take place in the first two yeazs of the project, prior to mining, resulting in no <br />temporal loss of wetlands. Mining activities within a given yeaz aze projections based on expected product demand, <br />and do not commit the pennittee to completion of scheduled activities in these yeazs. <br />C. Mitigation will be accomplished in accordance with the attached mitigation plan (Attachment 3) and with these <br />special conditions. The special conditions supersede the mitigation plan. <br />D. The permittee (Loveland Ready Mix, lnc.) is responsible for planning, accomplishing, and maintaining the <br />mitigation project for their duration of mining activities on the land. <br />E. Once the mitigation areas have been constructed and planted, proper precautions will be taken to prevent domestic <br />animals, cattle grazing activities, and human activity from adversely affecting them. <br />F. Willow stakes will be planted on 2-ft centers along the Big Thompson River banks of the entire Croissant <br />property. during reclamation of cell 4 (between 2017 and 2025) once cattle grazing has ceased. Willow plant <br />materials will be harvested cuttings, rooted cuttings, or bare-root materials. Willows will be planted on 2-foot- <br />centers for the length of the river through the property (approximately 800 feet). <br />G. Mitigation will be monitored and evaluated using the following methodology: <br />G.1. Planted and seeded vegetation will be monitored and measured using the same procedure as described in the <br />attached wetland mitigation plan (Attachment 3). <br />G.2. The percent of ground surface azea that is vegetated, percent of the vegetated area that contains wetland <br />species, and list of prevalent plant species shall also be recorded. <br />G.3. Wetland mitigation will be considered successful when the funcfional assessment method (as described in <br />the attached wetland mitigation plan) results in a score of 0.64 or higher. <br />G.4. Wetland mitigation will be considered successful when at least 80 percent of the mitigafion site is vegetated <br />and at least 80 percent of the vegetation consists of wetland plants (Corps of Engineers Method). The same <br />measurement methods used to determine the vegetative cover of the existing wetlands shall be used to <br />measure the mitigated wetlands. <br />H. The mitigated wetlands will be monitored by the applicant each year beginning in 2004 until the Corps of Engineers <br />determines them to be viable and self-sustaining. Annual Mitigation Progress Reports will be submitted to the <br />Denver Regulatory Off ce before December 31 of each year beginning in 2004. These reports will include but <br />not be limited to: <br />H.I. permit number and county where the project is located; <br />H.2. a discussion of successes, failures, and problems; <br />H.3. percent of ground surface area that is vegetated, percent of the vegetated area that contains wetland species, list <br />of prevalent plant species, and functional assessment report (consistent with Special Condition G). <br />H.4. maps, and drawings as needed for illustration; and <br />H.S. photographs of mitigation areas (to be taken from the same location each yeaz and submitted with each report). <br />H.6. If, during the first three yeazs after initial implementation of mitigation, the site conditions indicate that the <br />success criteria aze not likely to be achieved, remedial efforts will be undertaken after consultation with the <br />Corps of Engineers. <br />ProjeM: Green & Croissant Aggregate Mining Applicant Loveland Ready Mix, Inc.
