Minor Revision 288, approved Mazch 17, 2003, permitted the installation of piezometers and <br />inclinometers in the West Elk facilities azea. <br />Minor Revision 289, approved March 17, 2003, allowed geofechnical drilling in Sylvester Gulch to <br />gather data for a Sylvester Gulch road. <br />Minor Revision 290, approved December 16, 2002, accepted drillhole abandonment reports for 4 <br />reclaimed drillholes in the degas drilling program. <br />Minor Revision 291 for additional pads, wells, and a road above longwall panel 17, was withdrawn. <br />Minor Revision 292 to install a concrete pad on the lower waste pile, was approved March 13, 2003. <br />Minor Revision 293, to construct a retaining wall on the portal bench, was approved Apri128, 2003. <br />Minor Revision 294, adding documentation to the pemtii that the requirement for contemporaneous <br />reclamation was waived by the Division for ttte lower refuse pile, was approved June 6, 2003. <br />Minor Revision 295, the annual operating plan for the 2003 methane degas drilling program, was approved <br />Jwe 13, 2003. <br />Minor Revision 296, updating SEDCAD designs and nomography for draining in the vicinity of the lower <br />refuse pile, was approved June 6, 2003. <br />Minor Revision 297, the addition of a rock dust tank to the Shaft 1/ 2 pad, was approved July 10, 2003.. <br />Minor Revision 298, the addition of monitoring wells, was approved September 4, 2003. <br />Minor Revision 299, for the installation of mine ventilation au intake heaters, was approved October 9, <br />2003. <br />Minot Revision 300, drillhole abandonment reports for reclaimed degas wells, was approved December <br />10,2003. <br />Minor Revision 301, updating the PAP to reflect the reclamation of the Lone Pine facilities, was <br />withdrawn and resubmitted as Technical Revision 97. <br />SECTION III -STATUS OF STIPULATIONS <br />The following stipulations were attached to the Proposed Decision and Findings of Compliance since the <br />permit was issued in 1980: <br />Stipulation No. 1 <br />Neither West Elk Coal Company, nor any succeeding operator of the West Elk project's coal leases and <br />reserves will be permitted to mine coal within the Minnesota Creek Basin, until DMG has received a copy <br />of an adjudicated plan of augmentation. <br />MCC provided an adjudicated plan of augmentation (Exhibit 52, Volume 11) in 1989. <br />STATUS: Complied with August 31, 1989. <br />
