SECTION IV -PERMIT VARIANCES <br />The West Elk Mine permit does not involve any variances regazding mountaintop removal, the <br />achievement of approximate original contour, or steep slope mining. There were no experimental practices <br />allowed at this site. There is also no combined surface and underground mining operations at the West Elk <br />Mine. <br />SECTION V -DECISION TO REQUIRE REVISIONS OR ADDITIONAL INFORMATION <br />Rule 2.05.3 (2) <br />(1) Please update projected production and employment figures found on p. 2.05-16. <br />(2) Please update overall operation description to reflect developments since the last update. <br />(3) Please update mine plan maps 50, 51, 52 to reflect current information. <br />Rule 2.05.6 (3) <br />(1) Please update hydrologic monitoring plan (p. 2.05-252) to include August sampling of the North <br />Fork for those analytes listed with receiving stream standazds by the Colorado Department of Public <br />Health and Environment, Water Quality Control Division, for the North Fork of the Gunnison. <br />(2) Please update figure 23 on p. 2.05-225 { "estimated annual groundwater inflow to mine.") The <br />existing diagram was tact revised in 1996 with data from the lazge inflows that occurred at that time. <br />A new diagram showing estimated inflows from the intervening seven years would provide a more <br />accurate picture of the inflow conditions at the West Elk mine. <br />(3) The diagram in (2) accompanies a set of figures and calculations on "estimated time to fill" the mine <br />with water in the post-closure period. We request that these calculations be updated with current <br />information. <br />(4) Page 2.05-249 contains a discussion of groundwater monitoring around waste piles. Please update <br />that discussion with the last 5 yeazs of data. <br />(5) On page 2.05-251, the last paragraph discusses mine water inflows and treatment but does not <br />include the mine water treatment pond in Sylvester Gulch. Please update. <br />(6) Page 2.05-182 contains a discussion on mine water dischazges through Lone Pine Gulch. Since this <br />is no longer an operative dischazge point, please update the discussion regazding water dischazge <br />(also mentioned on pages 2.05-176 and 2.05-188.) <br />(7) On page 2.05-204 please update the discussion regarding impacts to Lone Pine Gulch from water <br />dischazge. <br />(Sj Please update discussion of West Elk's minewater sumps with a description of the sealing and <br />draining of the Northwest Panels sump. <br />(9) Please update the Probable Hydrologic Consequences section regazding minewater sumps p. 2,05- <br />215. <br />16 <br />
