<br />A. Haul Roads <br />The main haul road, which runs approximately four miles from <br />the active pit area to the secondary crusher at the loadout, <br />has been paved with asphalt, as has the access road from <br />Highway 13 to the haul road. The main haul road meets all <br />design and construction requirements of haul road <br />regulations. This haul road was realigned due to <br />landsliding; details of this are found in Exhibit 17 of the <br />permit application. <br />2. The original application proposed that the main access road <br />would remain as a part of final reclamation. The Division <br />determined that such a road would not be appropriate for- the <br />post-mining land use. The applicant has subsequently <br />committed to removing the pavement, reducing road width to 12 <br />feet, reducing side slopes to 4:1 and revegetating the <br />sideslopes. <br />B. In-Pit Haul Roads <br />In the Preliminary Adequacy Letter of April 9, 1981, of the <br />original permit application, the Division requested <br />descriptions and designs for haul roads to be built during <br />the five-year permit term. Colowyo responded that any <br />roadways to be built would be within the immediate mining <br />permit area and that any drainage from the roads would flow <br />into the pit. <br />The Division determined that such roads located within the <br />immediate pit area present no off-site environmental <br />concerns. As presented in Rule 1.04(iii), the definition of <br />"road" does not include roadways within the immediate mining <br />pit area. In light of this fact, the Division has determined <br />that the detailed description, including cross sections and <br />drainage designs requested in the Preliminary Adequacy <br />Letter, would not be required. <br />II. SUPPORT FACILITIES <br />A. Information on mine support facilities is found in Section 4.04 of <br />the permit application. A summary is found in the Summary Section <br />of this document under "Description of Operations and Reclamation <br />Plan." Specific findings for Rule 4.04 are not applicable. <br />III. HYDROLOGIC BALANCE - RULE 4.05 <br />A. Water Quality Standards and Effluent Limitations <br />Most disturbed area drainage passes through one of six <br />existing or two proposed sediment ponds.
