these ponds are monitored to verify compliance with water
quality standards and effluent limitations (4.05.2(2)).
2. The Division has approved small areas to be exempted from the
use of sediment ponds due to the limited size of areas and
due to the fact that ponds and treatment facilities are not
necessary for the drainage to meet the effluent limitations
of Rule 4.05.2 and applicable State and Federal water quality
standards for receiving streams. These areas have also been
exempted because no mixing of surface drainage with a
discharge from underground workings will occur. Exemptions
from use of sediment ponds have been approved for two topsoil
stockpiles adjacent to the mine access road and several
topsoil stockpiles next to the Section 11 perimeter ditch.
Documentation of these exemptions is found in Minor Revision
15 to the permit application, approved on November 24, 1989
(4.05.2(3>(b)(i)).
B. Diversions and Conveyance of Overland Flow
1. All diversions within the permit area are designed and
constructed in accordance with Rule 4.05.3. Designs are
discussed in Exhibit 7 of the permit application and
diversion locations are found on Maps 11 and 12 of the permit
application (4.05.3).
2. Channel lining structures, retention basins, and artificial
channel roughness structures are proposed for use to control
erosion in drainage channels to be established during
reclamation of mined areas. These means are proposed to be
approved by the Division since they are necessary to control
erosion. These structures are stable and will require
infrequent maintenance. Locations and profiles of these
channels are shown on Maps 19, 33 and 33A of the permit
application. Design information for the channels is included
in Exhibit 7 (4.05.4(2)(a)>.
C. Stream Channel Diversions
No permanent stream channels are proposed to be diverted.
D. Sedimentation Ponds
Six sediment ponds are in place as approved by the Division
and have been treating disturbed area surface water runoff
during the past two permit terms. These are the Streeter
Gulch Pond, Work Area Pond, Gulch A Pond, Loadout Pond,
Stoker Pond and Railway Loop Pond. Two new ponds are
proposed, Prospect and West Pit Ponds, to treat runoff from
the proposed new mining areas. Designs for these ponds are
included in Exhibit 7, and locations of the ponds are shown
on Map 37.
-16-
