Operations on Lands Subject to Limitations or Prohibitions - Rules <br />2.03.7 and 7.01 <br />XXVIII. Compatibility with Anticipated Adjacent Operations - Rule <br />2.07.6(2)(I) <br />The following findings are affected by approval of this permit revision, and <br />more detailed discussions of these topics follow. <br />V. Surface Water Hydrology - Rules 2.04.5, 2.04.7, 2.05.3(4), 2.05.6(3), and <br />4.05 <br />Design plans and hydrologic calculations for the West Ridge hydrologic <br />reconstruction plan are contained in Volume 12a, Section 4.6 (continued) of <br />the Edna Mine permit application. The plan calls for the construction of <br />fourteen terrace structures to be built in the West Ridge reclaimed area, the <br />purpose of which is to reduce the slope lengths (and therefore the erosion <br />potential) of overland flow. In addition, 23 check dams will be constructed <br />down the length of the Center Ridge drainage, which receives runoff from a <br />portion of the area. All structures will be left in place permanently, and <br />have accordingly been designed to convey runoff from the 100-year, 24-hour <br />precipitation event (2.62 inches), in accordance with Rule 4.05.4(2)(b). <br />Runoff from the entire area will continue to be directed to the West Ridge <br />sediment pond. Surface water control systems for the remainder of the permit <br />area will not be modified. <br />The operation is in compliance with the requirements of this section. <br />VII. Alluvial Valley Floors - Rules 2.06.8, 2.07.6(2)(k) and 4.24 <br />Construction related to this revision will not be taking place on alluvial <br />valley floors. <br />The operation is in compliance with the requirements of this section. <br />IX. Probable Hydrologic Consequences and Cumulative Hydrologic Impact <br />Assessment - Rules 2.05.6(3) and 2.07.6(2)(c) <br />Changes to the hydrologic regime of the Edna Mine resulting from this revision <br />will be limited to an eventual reduction in sediment yield from the West Ridge <br />reclaimed area. All West Ridge runoff will continue to be directed through <br />NPDES point 002 for discharge, and no change in off-site water quality is <br />expected. The reader is referred to Section IX of the January 13, 1988 <br />Findings Document for the Edna Mine for the Division's previous assessment of <br />hydrologic impacts of the operation. <br />The application is in compliance with the requirements of this section. <br />-4- <br />
