The construction schedule for the structures mentioned above predicts completion of construction 1n three years, assuming a construction season of four months each year. Construction will begin with installation of portions of a terrace near the top of West Ridge, followed by construction of all check dams in the drainage channel below West Ridge. After all the check dams are in place, the remainder of the planned terraces will be constructed. Findings of the Colorado Mined Land Reclamation Oivislon Explanation of Findings Pursuant to Rule 2.07.6(2) of the Regulations of the Colorado Mined Land Reclamation Board for Coal Mining, the Mined Land Reclamation Division or the Board must make specific written findings prior to the issuance of a permit, permit renewal, or permit revision. These findings are based on information made available to the Division that demonstrates that the applicant will be able to operate in compliance with the Colorado Surface Coal Mining Act and the Regulations promulgated pursuant to the Act. This document amends the Findings Document for the Edna Mine dated January 13, 1988. Many sections of that document are not affected by this permit revision. Findings on the following sections of the Regulations have been previously made by the Division, 1n the January 13, 1988 Findings Document and are not affected by the West Ridge hydrologic reconstruction plan: I.
