<br />The construction schedule for the structures mentioned above predicts <br />completion of construction 1n three years, assuming a construction season of <br />four months each year. Construction will begin with installation of portions <br />of a terrace near the top of West Ridge, followed by construction of all check <br />dams in the drainage channel below West Ridge. After all the check dams are <br />in place, the remainder of the planned terraces will be constructed. <br />Findings of the Colorado Mined Land Reclamation Oivislon <br />Explanation of Findings <br />Pursuant to Rule 2.07.6(2) of the Regulations of the Colorado Mined Land <br />Reclamation Board for Coal Mining, the Mined Land Reclamation Division or the <br />Board must make specific written findings prior to the issuance of a permit, <br />permit renewal, or permit revision. These findings are based on information <br />made available to the Division that demonstrates that the applicant will be <br />able to operate in compliance with the Colorado Surface Coal Mining Act and <br />the Regulations promulgated pursuant to the Act. <br />This document amends the Findings Document for the Edna Mine dated <br />January 13, 1988. Many sections of that document are not affected by this <br />permit revision. Findings on the following sections of the Regulations <br />have been previously made by the Division, 1n the January 13, 1988 Findings <br />Document and are not affected by the West Ridge hydrologic reconstruction <br />plan: <br />I.
