West Mine area to supplement approximately 20,000 yards of topsoil that is stored in
stockpiles. The RDA will be covered with 3.5 feet of subsoil and 6 inches of topsoil and
reclaimed to rangeland, with a focus on upland wildlife land use.
The post-mining land use is rangeland, which is compatible with the surrounding uses.
The proximity to the Purgatoire River and heavily forested areas to the south indicate a
high probability of wildlife use following reclamation. Re-establishment of riparian
vegetation as well as native grasses and shrubs is included in the approved reclamation
plan for the disturbed areas within the valley.
At the time of the writing of this document, this site is inactive regarding coal processing
or loadout. The rail spur, beginning at mile marker 2 near Trinidad and running some
30 miles to the site, has been removed. At this time, no active operations or mining
plan has been reviewed and/or approved by the Division. Reclamation of portions of
the West Mine and other non-essential areas is the only significant activity that has
occurred at this site since 2001. Reclamation work at the West Mine is nearly
complete at this time and the subject of a pending bond release action, bond release
No. 2 (SL-02) which also includes small reclaimed areas of the East Mine.
Section II - Revisions to the Permit
Permit Revisions since Renewal No. 4 Ma 2004
Revision Number Description Date Approved
none N/A N/A
Succession of Operator Applications since Renewal No. 4 (May 2004)
Revision Number Description Date Approved
SO-03 Transfer of permit Pending
Technical Revisions since Renewal No. 4 (May 2004)
Revision Number Description Date Approved
TR-48 Update Cost Estimate March 2006
TR-49 Mine water pond Pending
-6-
