A Refuse Disposal Area (RDA) was constructed south of Highway 12 as a valley fdl. <br />Coal has not been processed at the New Elk mine since 1996 Pond cleaning material <br />and small quantities of rock will not be added to the RDA but will be added to the <br />original refuse pile, now referred to as the Development Waste Pile (DWP) southwest <br />of the main mine entrance. <br />When actual coal extraction ceased, the portals were temporarily sealed. Backfill~ng <br />and final sealing in the portal and facility area has not occu«ed at this time (October <br />2006), The bench areas wilt be graded to the approwmate original contour The <br />disturbed areas will be topso~led to the extent topsoil is available. then seeded and <br />mulched to establish a vegetative cover of a variety consistent with surrounding <br />vegetation. The stream channel diversion of the Middle Fork of the Purgatoire River, <br />which was approved under Permit Revision #1, is permanent and will remain as <br />constructed, Monitoring has demonstrated that this work was successful and the <br />reconstructed channel is stable. <br />The current reclamation plan calls for topsoil application for areas where coal waste or <br />pre-law refuse exists at the surface Topsoil will not be applied to those pre-law areas <br />where no refuse or coal material exists.
