In October of 2000, Vulcan Coal Company of Colorado requested that the Bowie No. 1 Mine permit
be transferred to them from Bowie Resources Limited. Vulcan Coal Company of Colorado submitted,
and [he Division approved, a reclamation liability bond for the Bowie No. 1 Mine. This succession of
operator (SO-03) is still pending.
BRL has begun reclamation activities a[ the west mine. The operator had been removing the metal
structures at the west mine for some time. Some of the equipment was transferred to the Bowie No. 2
Mine. Other equipment was either sold for use or sold as scrap. Earth moving began in November of
2000. Sediment control has been through the existing sediment pond and rows of silt fence. BRL is
also conducting earth moving operations in a way that will minimize the potential for sediment
transport. Berms are being constructed to control runoff. Also, the middle section of the bench fill is
being removed first, so that the outer sections act to contain runoff as well. The three adits were
backfilled with 25 feet of noncombustible material, behind which were placed concrete block barriers.
Topsoil was scraped off of the upper south facing lift outslope and stored on the terrace that separates
the first lift from the second lift. Bulldozers are pushing dirt from the portal bench fill into the portal
highwall area. A compactor is being used to assure proper compaction.
The west mine vent shaft is also being reclaimed. BRL has placed 50 feet of noncombustible material
into the bottom of the west mine vent shaft. This noncombustible material came from the fill from the
west mine facilities bench. The run of mine coal waste from the ROM pile will be placed into the vent
shaft next. Reclamation of the west mine will take several months.
BRL is also removing all metal structures at the east mine. This operation should take a couple of
months. The crusher/screener bench is being used as a staging area for shipping the material out.
Section II -Permitting and Enforcement History
Minor Revisions
There were no minor revisions submitted since [he Permit Renewal No. 3 issue date of April 20, 1998.
Technical Revisions
TR-29-East Ridge Waste Pile
-submitted 11/02/98
-review is ongoing
TR-30 -Increase Annual Production to 4 Million Tons
-submitted 12/16/98
-withdrawn 02/17/99
