On Mazch 22, 1994, Technical Revision No. 24 was approved. In this TR, hydrologic monitoring of <br />selected sites was either eliminated, temporazily discontinued or reduced in frequency. It was <br />demonstrated that these sites were either located where there were no anticipated impacts from mining <br />or where reduced monitoring frequency would not compromise an ability to determine hydrologic <br />impacts. Hydrologic monitoring of some sites may be reinstated in the future should a change in the <br />mine plan warrant it. <br />On September 26, 1994, Technical Revision No. 25 was approved. A modification of the north end of <br />the West Ridge Waste Pile, to increase the storage volume of the pile, was approved. <br />On December 8, 1994, the Division received an application for a transfer of permit and succession of <br />operator. With the approval on January 24, 1995, permit C-81-038 was transferred from Cyprus <br />Orchazd Valley Coal Corporation to Bowie Resources Limited (BRL). <br />The operator for the Bowie No. 1 Mine was changed in Minor Revision No. 99, from Bruin Mining <br />Company to Sherpa Paonia, Inc. MR-99 was approved with conditions on January 21, 1997. <br />Stipulation no. 52 was attached to MR-99 and approved the transfer conditional upon the continued <br />compliance with a settlement agreement that had been linked to the operator. With Technical Revision <br />No. 28, the operator has been changed from Sherpa Paonia to BRL. <br />The Division sent the required notice to the applicant that a complete permit renewal needed to be <br />submitted by October 20, 1997. BRL submitted [he Permit Renewal No. 3 (RN-03) package on <br />October 20, 1997. The renewal package was called complete on the same day. Thirty days after <br />completeness, the Division sent out its first adequacy review letter, dated December 16, 1997. BRL <br />responded to this initial adequacy review letter with a submittal dated February 20, 1998. The <br />Division's second adequacy review letter was sent on April 2, 1998. BRL's response on April 27, 1998 <br />provided the backfilling and grading reclamation plan that was agreeable to both parties. In a letter <br />dated June 22, 1999, the Division sent to BRL the Division's revised reclamation cost estimate. After <br />further correspondence involving details of the reclamation cost estimate, BRL agreed to the cost <br />estimation. Mining Permit No. C-81-038 was renewed for the Bowie No. 1 Mine, retroactive to April <br />20, 1998. <br />In November of 1998, BRL submitted Technical Revision No. 29, which proposed an expansion of the <br />west ridge waste pile to the east. This east ridge waste pile would be the location to properly dispose of <br />the coal waste that is presently in the run of mine pile. This TR has not been completed as of the date <br />of this midterm. BRL has made plans to dispose of some or all of this coal waste in the reclamation of <br />the vent shaft at the west mine. <br />With the anticipated increase in coal production at the Bowie No. 2 Mine, BRL increased the <br />production rate at the Bowie No. 1 train loadou[ through Technical Revision No. 32. To handle haul <br />truck traffic more efFiciently at the train loadou[, Technical Revision No. 33 was submitted to widen a <br />section of [he haul road within the [rain loadou[ area. <br />Due to termination of mining activities in the western portion of the Bowie No. l Mine several years <br />ago, BRL proposed to terminate or suspend hydrologic monitoring at selected surface and ground <br />water stations. This issue, submitted in Technical Revision No. 34, is still pending. <br />3 <br />
