land use of wildlife habitat, as the roads replace pre-existing roads with the <br />landowner uses for hunting access. Therefore, the Division approved retention of <br />the access roads (4.03.2(1)(f)). <br />II. Hydrologic Balance <br />A. Water Quality and Effluent Limitations <br />1. The applicant monitors discharges from the sediment ponds. No effluent <br />standard exceedences have been reported. <br />2. The Division granted small area exemptions from use of sediment ponds due to <br />the limited size of the areas and due to the fact that ponds and treatment <br />facilities are not necessary for the drainage to meet the effluent limitations of <br />Rule 4.05.2 and applicable State and Federal water quality standards for <br />receiving streams and also due to the fact that no mixing of surface drainage <br />with a discharge from underground workings will occur. The small areas to be <br />exempted are located at the Northern No. 1 equipment storage pad and at the <br />office bath house area (4.05.2(3)(b)(i)). <br />B. Surface and Groundwater Monitoring <br />1. All groundwater monitoring wells have been abandoned during site reclamation, <br />and groundwater monitoring is no longer required at this site. <br />2. The applicant will conduct monitoring of surface water in a manner approved <br />by the Division. The monitoring plan was submitted under 2.05.6(3)(b)(iv) and <br />follows the requirements of the mine's NPDES permit. Discharges from <br />sediment ponds are monitored monthly for flow, pH, settleable solids, and total <br />dissolved solids (4.05.13(2)). <br />Results of this monitoring are reported quarterly, and in an annual report. This report is <br />submitted to satisfy the requirements of Stipulation No. 7 on the original permit. The <br />portions of that stipulation which are still relevant to the permit are retained here. <br />Stinulation No. 7: <br />THE PERMITTEE MUST SUBMIT AN ANNUAL HYDROLOGIC REPORT. THIS REPORT SHALL <br />BE DUE IANUARY I OF EACH YEAR OF THIS PERMIT TERM, WITH THE FIRST REPORT DUE <br />ON JANUARY 1, 1985. THE ANNUAL HYDROLOGIC REPORT SHALL INCLUDE INFORMA- <br />TION AND ANALYSES OF DATA COLLECTED DURING THE PREVIOUS WATER YEAR (E.G., <br />OCTOBER 1, 1983 TO SEPTEMBER 3O, 1984). THE FOLLOWING INFORMATION, ANALYSES <br />AND DESCRIPTIONS SHALL BE INCLUDED IN THE ANNUAL REPORTS. <br />A) SUMMARIES OF ALL SURFACE WATER QUALITY AND QUANTITY MONITORING DATA; <br />B) DESCRIPTION OF OBSERVED CHANCES IN SURFACE WATER QUALITY; AND <br />10 <br />
