C) DESCRIPTION OF OBSERVED MINING-RELATED B~fPACTS TO SURFACE WATERS. <br />C. Probable Hydrologic Consequences <br />Predictions of probable hydrologic consequences of mining were presented in the <br />original findings document issued in 1984. Minimal mining was done at this site, <br />and the Meeker Area Mines have been reclaimed. Therefore, no additional impacts <br />to the hydrologic balance within the White River Basin are anticipated. <br />III. Sealing of Drilled Holes and Underground Openings <br />The Division will require that each hole, well or other underground opening be capped, <br />sealed, backfilled, or otherwise properly managed (4.07.3). <br />IV. Coal Mine Waste Banks <br />The Division approved plans for use, construction and maintenance of a coal mine waste <br />disposal area (4.10.1(1)). <br />V. Topsoil <br />Soils resource information is found in Volume VI, Chapter I; Volume I, Chapter C; and <br />the Rienau No. 2 Mining and Reclamation Plan. Topsoil stripping and redistribution <br />information is found in Volume I, Chapter C; Volume VII, Chapter M; and the Rienau <br />No. 2 Mining and Reclamation Plan. <br />The topsoil salvage, storage and redistribution measures of the mining and reclamation <br />plan were carried out according to the plan approved in the permit application. Phase I <br />bond release for the Northern No. 1, Refuse Area, and Rienau No. 2 Mine were granted <br />by the Division. Prior to Phase I bond release, the Division verified topsoil depths on <br />reclaimed sites. Topsoil replacement depth at all three sites is required to be from 12 <br />inches to 18 inches. <br />VI. Revegetation <br />Vegetation information is contained in Chapter K of Volume 5 and Chapter M of <br />Volume 5. Regrading, topsoil distribution, seeding and mulching operations occurred in <br />the fall of 1986 at the Northern No. 1, Refuse Area, and Rienau No. 2 sites. The <br />landowner of a portion of the Northern No. 1, Pioneer Partners, requested retention of <br />the haul road, timber laydown area south of the haul road, trailer pad and parking lot <br />with associated power and light poles, Pond No. 1, and metal shop building with <br />associated parking area. These exempt areas have been left in a graveled condition <br />(with the exception of the pond). There is a letter in the permit pages, M-3E through <br />M-3F, from Pioneer Partners defacing which structures should remain. These areas <br />combined entail 1.4 acres in areal extent and have been approved by the Division (Rule <br />4.16.3). <br />11 <br />
