<br />Department for written approval. It is recognized that the plans and specifications <br />submitted in the mine permit amendment application aze conceptual. These plans and <br />specifications shall be completed to the 100 percent constructable stage. The Department <br />shall not unreasonably withhold its fmal approval of the plans and specifications if they <br />reflect the technical parameters specified in the permit amendment. Capping systems for <br />which plans and specifications are required include, but may not be limited to: <br />a. The pit impoundment (including temperature probes, lysimeters, and/or other <br />monitoring devices); <br />b. The leach pads (if capping systems are determined to be necessary); and <br />c. Remaining waste mck in the South Waste Dump (if a capping system is determined <br />to be necessary). <br />Within 30 days of submittal the Department shall either approve, disapprove, conditionally <br />approve, or request additional information deemed necessary to approve the plans and <br />specifications. If disapproved the Department shall identify those items necessary for <br />approval. If plans and specifications are disapproved, or a request of additional <br />information is made, the Department, after receipt of LAC Minerals' response, shall, <br />within 30 days of receipt, either approve, conditionally approve, or disapprove such plans <br />and specifications. <br />2. Conditions placed on plans and specifications approval by the Department shall be <br />considered permit conditions. The conditions placed on the plans and specifications will <br />not alter the conceptual design of the facility as permitted. LAC Minerals may request a <br />hearing before the Board to contest any conditions placed on plans and specifications <br />approvals. <br />3. Prior to waste removal LAC Minerals shall submit a conswction schedule to the <br />Department which will allow Department personnel to plan construction inspections. <br />4. As-built drawings (record drawings) of the waste impoundment complete with technical <br />specifications shall be submitted to the Department within 60 days of completion of <br />earthwork (completion of topsoil placement) on the cap. <br />1. As part of a detailed plans and specifications document, a CQA plan for the waste rock <br />placement and cap construction shall be submitted. <br />2. For the waste impoundment, the CQA plan shall address the following: <br />(A) The responsibility and authority of organizations and key personnel involved in <br />permitting, designing, and constructing the waste impoundment, including the <br />7 <br />
