<br />describe measures that can be taken to mitigate recurring acid mine drainage and <br />continuing surface or ground water contamination. Such measures would include, but are <br />not limited to: <br />a. The addition of base material to waste rock; <br />b. Capping, or improvements to capping systems; <br />c. Recovery and treatment of contaminated groundwater; <br />d. Mitigation of acid generating rock at ancillary facilities; <br />e. Removal of additional waste rock to the pit impoundment or other suitable <br />location; and/or <br />f. Long term water treatment of effluent from the waste impoundment, or the waste <br />dump. <br />As part of the contingency plan, LAC Minerals shall include cost estimates for <br />implementing contingency mitigation plans for the leach pads, the waste impoundment, <br />and the waste rock left in the South Waste Dump. <br />5. If it is found that any completed component of the facility, including the impoundment and <br />the waste rock left in the South Waste Dump, is generating acid mine drainage to the point <br />where water quality-based performance criteria are exceeded, LAC Minerals shall develop <br />and submit aaite-specific mitigation plan for Departmental review and approval. The <br />mitigation plan shall describe those measures necessary to prevent unacceptable levels of <br />acid mine drainage. Such measures would include, but are not limited to: <br />a. The addition of base material to waste rock; <br />b. Capping, or improvements to capping systems; <br />c. Recovery and treatment of contaminated groundwater; <br />d. Mitigation of acid generating rock at ancillary facilities; <br />e. Removal of additional waste rock to the pit impoundment or other suitable <br />location; and/or <br />f. Long term water treatment of effluent from the waste impoundment, or the waste <br />dump. <br />Cost estimates of contingency measures shall be included. If at such time it is determined <br />that further remedial measures are needed, the Department reserves the right to require <br />LAC Minerals to submit for approval plans and specifications and construction quality <br />assurance plans. <br />6. LAC Minerals shall monitor springs and seeps below the waste impoundment for the <br />postclosure care period. Monitoring will be in accordance with LAC Minerals' approved <br />bimonthly basis for the following parameters: <br />Flow Al (diss.) <br />11 <br />
