VII, <br />Alluvial Valley Floors - Rules 2.06.8 and 4.24 <br />There have been no changes in this section since the original <br />Findings. The operation continues to be in compliance with the <br />requirements of this section. <br />VIII. Probable Hydrolo is ConsE <br />ssessmen - u e <br />s and Cumulative Hydrologic <br />The original PHC and CHIS predicted minimal impact on the surface and <br />ground water systems from the mining operation. Current data supports <br />this assessment. This data may be found in annual reports required by <br />the Division and submitted by the operator. No changes are required in <br />this section. <br />IX. Climatolo ical Information and Air Resources - Rules ?.04.8 <br />. an <br />The operation remains in compliance with the requirements of tnis <br />section. <br />X. Topsoil - Rules 2.04.9, 2.05.3(5), 2.05.4 (2)(d) and 4.06 <br />During the first permit term the operator complied with the stripping <br />and replacement requirements of the permit. An annual topsoil balance <br />was required (see PAR Stipulation No. 12) to verify that sufficient <br />topsoil was available to implement the reclamation plan. Based on the <br />results of the surveys, which were included in the annual reports, this <br />requirement was deleted during the renewal review. <br />Because of the thin soils on much of the proposed disturbed area of <br />Section 1l, the operator has provided a topsoil balance table which <br />indicates that there will be approximately 12 inches of topsoil <br />available for reclamation in the Section 11 area. Tne Division concurs <br />with this estimate and will require a 12 inch depth on this area. <br />Retopsoiling depths on the rest of the permit area shall remain the <br />same as stated in the 1987 permit renewal application, <br />XI. Vegetation - Rules 2.04.10, 2.05.4(2)(e) and 4.15 <br />The operator remains in compliance with this section. <br />XII, Fish and Wildlife - Rules 2.04.11, 2,05.6(2) and 4.18 <br />The mine continues to operate in compliance with this section. <br />XIII. Prime Farmland - Pules 2.04.12, 2.06.6 and 4.25 <br />The operator received a negative determination for all areas to be <br />affected in the life-of-mine through a letter from the Craig District <br />Soil Conservation Service (SCS) on December 18, 1980. Contact with <br />this same District Office on December 21, 1988 reaffirmed that the area <br />to be disturbed in Section 11 was not prime farmland.
