Conveyor Alignment 40 + 90' to 90 feet 1.79
51 + 25'
Same 53 + 25' to ~0 feet Greater than the
55 + 25' above by analogy
The applicant has committed to backfilling each of the roadway and conveyor cuts to the
approximate original contour.
Road Drainage Control
Road drainage ditches aze designed to convey surface runoff resulting from the 10-year,
24-hour stone event. All culverts conducting drainage beneath road surfaces will safely
pass 10-yeaz, 24 hour peak flows and will be appropriately installed. In some cases,
dischazges from the culverts may be at velocities which aze erosive. Caze must be taken
at all culvert dischazge points to dissipate energy due to these high velocity dischazges.
Grand Valley Coal Company has installed protective devices at culvert discharge points
at existing operations which demonstrate little or no erosion. If the applicant continues to
use these measures during the proposed operation, there should be little problem with
erosion at discharge points.
The proposed road culvert installation scheme does not conform with performance
standazds of Rule 4.03.1(4)(e)(vi)(A) regazding culvert spacing. Adherence to these
spacing requirements ensures that drainage systems will not be breached and excessive
erosion will not result. Alternative specifications aze allowed under the provisions of
4.03.1(4)(e)(vi) if the applicant can demonstrate that such specifications will not result in
an increase in erosion. In this particulaz case, the Division would recommend the
installation of additional culverts, particulazly in azeas of steeper road gradients, wherever
a drainage crosses the road (as indicated by contour lines on a topographic map).
The following stipulation is therefore required:
Stipulation ?Jo. 16
PRIOR TO CONSTRUCTION OF THE HAUL ROAD, THE APPLICANT MUST
PROPOSE THE INSTALLATION OF ADDITIONAL ROAD SURFACE DRAINAGE
CULVERT:I TO MEET THE SPACING REQUIREMENTS OF RULE
4.03.1(4)(e)(vi)(A). ALTERNATIVE SPECIFICATIONS MAY BE UTILIZED
UNDER THE PROVISIONS IN RULE 4.03.1(4)(e)(vi) IF THE APPLICANT
DEMONSTRATES THAT THESE SPECIFICATIONS WILL NOT RESULT IN AN
INCREASE [N EROSION.
23
