PROCEEDING TOWARD THE PORTAL BENCH, SHALL READ: "ROAD SLOPES
SUBJECT TO ROCKFALL AND SLOPE FAILURE -PROCEED WITH CARE."
Grand Valley Coal Company's Permit Revision Application No. 1 proposed the
construction of two new access haul roads. The first will allow the transportation of coal
and processing wastes from the McClane Canyon workings, along East Salt Creek, to the
new central processing facility located within the Munger Canyon Mine's permit area.
The second roadway is proposed by the applicant to allow the haulage of coal processing
waste from the new central processing facility, southwazd along East Salt Creek, to a new
proposed refuse disposal area.
The applicant also proposed the construction of roughly two miles of overland conveyor
for the purpose of transporting product coal from the Munger Canyon Mine Portal to the
new central processing facility. This conveyor roughly parallels that of the approved
access haul road to the Munger Canyon Mine Portal Bench.
As was the case of the approved Munger Canyon Mine portal road, each of these three
transportation routes requires the creation of some relatively large cuts and fill
embankments. As was also the case in an earlier review situation, the proposed fills
conform to the maximum allowable grade limitation contained within the regulations and
are, therefore, acceptable. However, as was also the case in that earlier application,
several of the cuts exceed normal limitations or are so extensive that they require specific
stability analysis to determine their stability.
In order to satisfy the requirements of the regulations, and in response to eazlier Division
adequacy comments, the applicant specifically discussed and analyzed the stability of the
following proposed road and conveyor cuts:
Surface Facility Survey Station Operational Safety Factor
Cut Height
Road from Central Processing to 28 + 50' to 65 feet 1.69
Refuse Disposal Area 31 + 70'
Same 40 + 40' to 60 feet 1.72
45 + 50'
Same 45 + 50' to 4~ feet 1.61
48 + 40'
N1cClane Canyon Road 20 + 50' to 80 feet 1.67
23 +,j•
22
