With the acceptance of the above stipulations, the proposed operation is in conformance <br />with the requirements of this section. <br />A. Haul Roads <br />Alternative criteria and specifications were used during the design of haul <br />roads. These criteria and specifications are proposed for approval by the <br />Division following an analytical demonstration that the roads will be <br />environmentally sound and reclamation can be achieved. The proposed <br />criteria and speciftcations pertain to portions of the haul road discussed on <br />pages 13 and 14 (4.03.1(1)(e)). <br />2. The operator proposes to retain portions of the haul road depicted on Map <br />Nos. 2.2-16, 2.2-17, 2.2-18, 2.2-19, and 2.2-20. It is compatible with the <br />approved post-mining land use, and a request for its retention is required <br />to be submitted by the landowner (4.03.1(1)(f)(I)). This requirement shall <br />be attached to the permit as Stipulation No. 20. <br />S~1t'pulation No. 20 <br />PRIOR TO RECLAMATION OF THE MINE SITE, THE OPERATOR <br />NEEDS TO SUBMIT, IN WRITING, A REQUEST FROM THE <br />SURFACE OWNER FOR RETENTION OF A PORTION OF THE <br />HAUL ROAD IF THE HAUL ROAD IS TO REMAIN AS A <br />PER~~fANENT STRUCTURE. <br />The Division proposed to approve cut slopes steeper than 1v:1.5h in <br />unconsolidated materials. The approval is proposed since the applicant <br />has made a geotechnical analysis which demonstrates that a minimtun <br />safety factor of 1.5 can be maintained. The cut slopes in question will <br />occur at Station 72+70', Station 82+25', Station 85+75', Station 88+40', <br />Station 95+100', and Station 101-00'. This is discussed in detail on pages <br />13, 14, and 15 (4.03.1(3)(c)(I)). <br />4. The Division proposes to approve the alteration or relocation of a natural <br />channel drainage way located at Munger Canyon. The applicant has <br />successfully demonstrated that the natural channel drainage will not be <br />blocked, no significant damage will occur to the hydrological balance, and <br />no adverse impacts will occur to adjoining landowners (4.03.1(4)(a)(I)). <br />21 <br />
