azound the reclaimed refuse pile, especially on the west side. The cover depths were evaluated during <br />the 13 November inspection and the drainage was surveyed on the 5 December inspection. To confirm <br />cover depths, three holes were excavated at least four deep, the depth of required cover. Two holes <br />were excavated at the facilities azea and one hole was excavated on the refuse pile. Ms. Saunders and <br />the Division selected the hole locations. The holes were excavated by EFCI using their backhoe. <br />Based on these holes, previous inspection reports and independent engineer's reports, the Division <br />found cover depths at the facilities azea and on the refuse pile to be in compliance with the approved <br />permit. <br />Following the 13 November inspection, Ms. Saunders conveyed additional concerns to the Division in <br />a letter dated 14 November. Ms. Saunders was concerned about the portal vent pipe, the size and final <br />drainage grade of the borrow area, the final grading and remaining `tree islands' at Pond 3, the PVC <br />pipe at the former outlet of Pond 3, drainage from the reclaimed Pond 3 area, the volume of fill in the <br />refuse pile and the possibility of keeping Pond 4 as a permanent impoundment. Ms. Saunders also <br />expressed concern that, as a landowner, she was not notified of mining activities for seven years until <br />EFCI requested bond release. <br />In response to several of Ms. Saunders concerns, the Division surveyed the mine areas in question on 5 <br />December. Included in the survey were: the drainage collection ditch around the refuse pile, including <br />the drainage through the borrow area, the drainage though the Pond 3 azea, the perimeter of the borrow <br />area to determine disturbed acreage, the perimeter of the refuse area to determine disturbed acreage and <br />the side slope gradients and the height of the refuse pile. The Division's survey demonstrated the grade <br />of the refuse pile 100-yeaz collection ditch had positive drainage on the west side. In the borrow area <br />the ditch had a slight rise on the north end. EFCI reworked this part of the ditch to ensure positive <br />drainage. The Division's survey of the graded Pond 3 area showed there was positive drainage. The <br />surveyed size of the borrow area was 2.8 acres and the size of the refuse pile was 37.3 acres. Both <br />azeas are in compliance with the approved permitted acreages. The Division's slope gradients on the <br />refuse pile ranged from 10.3% to 32.1%. The height of the refuse pile was measured at 70 feet. Slope <br />gradients and the refuse pile height are in compliance with the approved permit. Based on the <br />Division's survey results, the areas Ms. Saunders questioned are in compliance with the approved <br />permit. <br />Southfield Mine Permit No. C-1981-014 <br />SL-2 Findings ~ 25 April 2003 <br />
