Summary and Conclusion
Based on a review of the approved permit and reclamation plan, the bond release application and the
three site inspections on 13 November 2002, 5 December 2002 and 24 January 2003, the Division finds
that EFCI has successfully removed all structures, sealed all portals and underground mine openings,
backfilled and graded all disturbed areas to approximate original contour, constructed the coal refuse
pile in compliance with the approved plan and provided drainage control and drainage reestablishment
at the Southfield Mine.
