L PROCEDURES AND SUMMARY OF THE REVIEW PROCESS <br />EFCI applied for a Bond Reduction and Phase I Bond Release under the Colorado Surface Coal Mining <br />Reclamation Act following reclamation of the Southfield Mine (mine site not including the loadout). <br />The request for bond reduction results from a recalculation of the reclamation cost estimate in <br />conjunction with the 2002 midterm review (completed on 21 February 2002). The calculated EFCI <br />reclamation cost estimate was reduced by $14,072. This reduction was due to updated costs for several <br />of the reclamation tasks in the Division's reclamation cost estimating program. In addition, EFCI is <br />requesting release of $519,940.00 for completed Phase I reclamation work. The total requested <br />reduction and release amount is $534,012.00. <br />The requested Phase I Bond Release area covers 68.6 acres at the mine site for land that was reclaimed <br />during 2001 and 2002. The azea has been backfilled, graded, topsoiled and seeded with a cover crop; <br />however, permanent seeding has not yet occurred. The lands requested for release are in Fremont <br />County with the following legal description: <br />Township 20 South, Range 69 West; Sections 19, 30, and 31 <br />Township 20 South, Range 70 West; Sections 23, 24, 25, and 26 <br />These areas are shown on the Rockvale 7.5-minute USGS Quadrangle Map. <br />The Southfield Mine is located approximately 8 miles south of Florence, Colorado in Fremont County. <br />The mine load-out is located 1 '/~ miles northwest of the town of Florence. Reclamation of the loadout <br />was completed in 1996. A Phase I bond release for the load-out was approved on 4 November 1997. <br />Extensive historic mining disturbances characterize the Southfield Mine area. Mining activities started <br />in the Canon City Coal Field in 1860. Eleven mines aze known to have operated in the vicinity of the <br />Southfield Mine. Mining at the Southfield Mine started in 1978. <br />The Southfield Mine was an underground coal mine that is owned and operated by Energy Fuels Coal, <br />Southfield Mine Permit No. C-1981-014 <br />SL-2 Findings 3 25 April 2003 <br />
