Inc. (EFCI). A permit to operate the mine was originally issued to Dorchester Coal Company under the <br />name of Dorchester No. 1 Mine on 30 July 1984. EFCI purchased the operation in March 1985 and <br />changed the name of the mine to the Southfield Mine. Coal was mined, washed, stockpiled and then <br />trucked to the load-out or to market. Coal mine waste was disposed of in a permitted refuse pile <br />located at the mine site. See Exhibit A for a map of the mine facilities. EFCI actively operated this <br />mine until December 2000. A notice of permanent cessation of operations was submitted by EFCI in <br />August 2001. Reclamation activities began shortly thereafter. <br />The Division received an application from Montgomery Watson Hazza (consultant) for the Phase I <br />Bond Release on 11 October 2002. The application was deemed complete on 31 October 2002, after <br />the Division received proof of publication of EFCI's legal notice and proof of landowner notification. <br />The notice was published in the Canon City Daily Record for four consecutive weeks from 27 <br />September 2002 to 18 October 2002. EFCI also notified various governmental agencies and <br />landowners within and adjacent to the bond release areas as required by Rule 3.03.2(1). <br />The Division scheduled and conducted a bond release inspection on 13 November 2002. The site <br />inspection was conducted in accordance with Rule 3.03.2(2). Notification of the inspection was sent to <br />EFCI, the Office of Surface Mining (OSM), various local and State agencies, and surface and adjoining <br />landowners. Representatives from EFCI, the OSM, the Natural Resources Conservation Service <br />(MRCS), The Corley Company, The Vento Group and the Division participated in the inspection. The <br />Corley Company and The Vento Group are landowners within the permit boundary. In response to <br />several issues raised during this inspection, a second inspection was conducted on 5 December 2002. <br />Representatives from EFCI, The Corley Company, The Vento Group and the Division were present on <br />the second inspection. The Division and EFCI conducted a third inspection of the site on 24 January <br />2003. There were no other participants on that inspection. The Division and EFCI conducted a final <br />inspection on 31 March 2003. There were no other participants on that inspection. The Division <br />determined that all reclamation required for the Phase I bond release had been completed at that time. <br />There are two major landowners within and adjacent to the Southfield Mine permit boundary: The <br />Corley Company and The Vento Group. The Vento Group owns the Vento property. The Vento <br />Group is comprised of several entities including K2T, LLC represented by Linda Saunders and Ms. <br />Southfield Mine Permit No. C-1981-014 <br />SL-2 Findings 4 25 April 2003 <br />
