This document is the findings of compliance and proposed decision of the Colorado Division of <br />Minerals and Geology (the Division) in response to a request for a Partial Phase I Bond Release and a <br />Bond Reduction at the Southfield Mine, Division permit number C-81-014. This document contains <br />four parts: 1) procedures and summary of the bond release process; 2) criteria and schedule for bond <br />release; 3) observations and findings of the Division regazding compliance with the bond release <br />requirements of the Colorado Surface Coal Mining Reclamation Act (the Act) and the Regulations <br />promulgated thereunder; and 4) the Division's proposed decision for the bond release request. <br />Detailed information about the review process can be found in the Act and the Rules and Regulations <br />of the Colorado Mined Land Reclamation Board for Coal Mining (Rules). All sections referenced in <br />this document are contained in the Rules. Detailed information about the mining and reclamation <br />operations of the Southfield Mine can be found in the permit application on file at the Division Offices, <br />located at 1313 Sherman Street, Room 215, Denver, CO 80203. <br />The Southfield Mine is a reclaimed underground mine that is permitted and operated by Energy Fuels <br />Coal, Inc. (EFCl).
