were well-vegetated slopes with mature trees that had gown since the initial construction of the pond <br />(volunteer trees). These volunteer tree areas blend in nicely with the surrounding topogaphy and will <br />help stabilize the newly regaded areas. There was no evidence of cracking or settling in the backfilled <br />areas while inspecting the site on 13 November 2002. See Exhibit G for pictures of the area. <br />Explosives Bunker: The explosives bunker was a small, skid-mounted, concrete building located east <br />of County Road 92 and north of the Newlin Creek Mine. The disturbance area was minimal (less than <br />one acre) and comparisons of the premining and post mining topogaphies indicate that the small <br />structure was placed on contour. The area has been regaded to the extent necessary and showed no <br />evidence of cracking or settling while inspecting the site on 13 November 2002. <br />Newlin Creek Topsoil Stockpile: The Newlin Creek topsoil stockpile is approximately 1.3 miles south <br />of the gate to the reclaimed Newlin Creek Mine (at the end of County Road 92). The topsoil was <br />excess from the reclamation of the Newlin Creek Mine. The topsoil pile azea was included in the <br />Southfield permit with the approval of Technical Revision 29 (approved on 11 April 2001). EFCI <br />added this topsoil stockpile to the Southfield Mine reclamation plan because it was determined, <br />through mass balances, that the Southfield Mine would have had a topsoil deficiency without it. The <br />stockpile contained approximately 6,000 cubic yards of soil material. The Newlin Creek topsoil <br />stockpile was constructed on Bade. Removal of the topsoil returned the azea to its natural Bade. <br />Backfilling and regading consisted of roughening the surface. There was no evidence of cracking or <br />settling in the backfilled areas while inspecting the site on 13 November 2002. See Exhibit H for <br />pictures of the area. <br />Roadside Topsoil Stockpile Area: The roadside topsoil stockpile was located to the west of County <br />Road 92 and south of the haul road to the refuse pile. The roadside topsoil stockpile was built into the <br />cut and fill slopes of the haul road and was a small disturbance of approximately two acres. All of the <br />topsoil was removed from the azea and the surface was regaded to its natural Bade. As with the Pond <br />1 azea, there were several small, well-vegetated slopes with volunteer trees that were left in place. <br />These slopes were left because regrading them would have caused more disturbance (to get equipment <br />into the area) than the original azeas and because the mature vegetation will help stabilize the <br />surrounding areas and new reclamation. There was no evidence of cracking or settling in the backfilled <br />Southfield Mine Permit No. C-1981-014 <br />SL-2 Findings 19 25 April 2003 <br />
