approved facility. The contractor tested and excavated pcs materials until the TPH levels were below <br />the actionable level (500 mg/kg). The contractor found that contaminated soils were contained within <br />a radius of 60 feet from the fuel dispensing station and a vertical zone of no more than eighteen feet. <br />EFCI completed final grading in this azea following the final test results. The Division confirmed final <br />grading at the fuel storage area during the 31 March 2003 inspection. No ground water was <br />encountered during the excavation. Surface water mnoff from the fuel storage tank azea flows into <br />Pond 5. Dischazges from Pond 5 are monitored for oil and grease. EFCI provided the Division with a <br />copy of the contractor's final remediation report on 23 Apri12003. See Exhibit E for pictures of the <br />pcs removal. <br />Coal Stockpile Area: The raw and washed coal stockpiles were located on the northeast side of the <br />disturbed area to the south of County Road 92. Upon cessation of mining all remaining coal was <br />removed from the site, although there were some remnant coal fines remaining. EFCI scraped up and <br />pushed these remaining coal fines, mixed with soil material, into the Pond 1 basin and against the <br />sealed portals as approved in Minor Revision 42. The coal stockpile areas were returned to AOC. <br />There is a slight "crown" in the area of the truck tunnel (which was approved as a permanent facility <br />with the approval of Minor Revision 41) but the area conforms to the gently rolling topography in the <br />area. There was no evidence of cracking or settling in the backfilled areas. The Division took several <br />slope measurements during the 13 November 2002 inspection. The results confirmed that the area had <br />been regraded to AOC. See Exhibit F for pictures of this area. <br />Pond 1, Pond 2 and the "Bone Yard" Areas: Pond 1, Pond 2 and the "bone yard" were located on the <br />southeast side of the disturbed area (just south of the coal stockpiles). Pond 1 was a part of the <br />sediment control system and Pond 2 was a lined pond used to contain processing water for the coal <br />preparation plant. The "bone yard" was an area used to store scrap and mine related debris before it <br />was moved to a landfill. During reclamation and as approved, Pond 1 was used for the limited disposal <br />of demolition debris and coal fines. The embanlanent from Pond 2 provided fill material for this area. <br />A comparison of the original topography to the postmining topography show that the area has been <br />covered with a minimum of four feet of nontoxic, noncombustible material. <br />There are several small (50' x 50') areas to the south of Pond 1 that EFCI did not disturb.
