The backfilling and grading at the Southfield Mine is divided into I 1 distinct reclamation areas as <br />shown on Exhibit A. These azeas are: 1.) the portal and facilities area, 2.) the coal stockpile area, 3.) <br />Ponds 1 and 2 basins including the "bone yard", 4.) the explosives bunker azea, 5.) the reclaimed <br />Newlin Creek topsoil stockpile, 6.) the roadside topsoil stockpile area, 7.) the borrow area, topsoil <br />stockpile azea and subsoil stockpile area, 8.) the rock dust storage tank, 9.) the Pond 3 area, 10.) the <br />south fan area, and 11.) the refuse pile. <br />Comparisons of the premining and postmining topography maps, Maps 6 and 28, respectively, and the <br />Southfield Reclamation Plan Maps, Maps 30 and 33, show that all of the areas appear to have been <br />backfilled and regraded to approximate original contour (AOC) in accordance with Rules 4.14.1(2)(a) <br />and 4.14.2(1). Site inspections on 13 November 2002, 5 December 2002, 24 January 2003 and 31 <br />March 2003 confirmed that AOC has been achieved. Each reclaimed area is discussed below. <br />Portal and Facilities Area: The portal and facilities area is at the west part of the disturbance. This <br />area contained the office/shop/warehouse building, the coal prepazation plant, the diesel fuel tank and <br />the portals. After the portals were sealed and the structures were demolished and removed, the area <br />was backfilled and regraded to AOC. There was no evidence of cracking or settling in the backfilled <br />areas. The Division took several slope measurements during the inspection on 13 November 2002. <br />The slope measurements confirmed that the azea had been regraded to AOC (See Exhibit C for pictures <br />of the portal azea). During the 13 November 2002 inspection, the operator excavated two test pits with <br />a backhoe to determine if EFCI had met the cover requirements of Rule 4.10.4(5). The first pit was <br />excavated approximately 66 feet west of the drain-pipe for the portals (where the foundation for the <br />building was located). The second pit was excavated approximately 150 feet east of the drain-pipe for <br />the portals (where the concrete apron began). The pits were excavated to a depth of four feet and no <br />concrete or demolition debris was found (see Exhibit D). <br />The soils under and azound the diesel fuel tank storage area were tested by EFCI for the presence of <br />total petroleum hydrocarbons (TPH). The investigation was conducted by an independent contractor <br />pursuant to the procedures of the CDPHE and the Oil Inspection Section (OIS) of the Colorado <br />Department of Labor and Employment. Petroleum-contaminated soils were identified based on the <br />laboratory test results.
