out of the mine and ventilation. The five openings were all sealed in accordance with the approved <br />reclamation plan as revised with Minor Revision 40, approved on 29 November 2001. This plan called <br />for "filling the entries with compacted, incombustible material for a distance of at least 25 feet." This <br />sealing plan complies with Rule 4.07.3. <br />EFCI placed afour-inch steel drainpipe into the backfilled portals (through the backfill material inside <br />the portals and out to the regraded surface) to allow for the discharge of any water that may build-up in <br />the abandoned workings. Due to landowner concerns regarding a possible mine fire and the role the <br />drainpipe might play in said fire, the Division further investigated the necessity of the pipe. The <br />Division hydrologist determined that, based on the rate of predicted mine water inflow and the overall <br />volume of the abandoned mine, it would take approximately 900 years for the workings to fill with <br />water. Therefore, given the unlikely scenario that discharge from portals would occur, EFCI agreed to <br />and has sealed the pipe. The Division confirmed that the pipe had been sealed in the 24 January 2003 <br />inspection. The capped pipe will remain in place until EFCI requests to remove it. See exhibit B for a <br />picture of the sealed vent pipe. <br />The vent shaft associated with the south fan was sealed. This fan shaft was sealed and backfilled <br />according to the approved reclamation plan as revised with the approval of Minor Revision 40 - <br />approved on 29 November 2001. The plan called for "filling the entries with compacted, <br />incombustible material for a distance of at least 25 feet" in accordance with Rule 4.07.3. <br />None of the five monitoring wells within the Southfield Mine permit area have been sealed at this time. <br />All are required for ongoing hydrologic monitoring of the groundwater. The Division has also <br />requested that EFCI leave the North Dewatering Well open to monitor water inflows into the mine and <br />to monitor water quality in the mine. <br />The Division finds that all portal entries, vent shafts and mine openings have been sealed as required <br />by the approved reclamation plan and Rule 4.07.3. <br />Backfilling and Regrading <br />Southfield Mine Permit No. C-1981-014 <br />SL-2 Findings 16 25 April 2003 <br />
