approved reclamation plan." <br />The approved reclamation plan for the Southfield Mine is specified in Section 2.05.4 of Permit No. C- <br />1981-014. The plan requires demolition and removal (or burying) of all structures on the site; removal <br />of Ponds 1, 2 and 3; sealing of the portals and vent/fan shafts; placing four feet of nontoxic, <br />noncombustible cover on the refuse pile (in accordance with Rule 4.10.4(5)); "upgrading" the Magpie <br />Creek permanent diversion; reclamation of roads; regrading the disturbed areas to approximate original <br />contour; and establishing surface drainage into the appropriate sediment ponds, alternate sediment <br />control devices and/or small azea exemptions (SAE). <br />Three structures have been permitted to remain as permanent structures at the Southfield Mine: the lab <br />building, the truck tunnel and the 69 kV powerlines. Roads approved to remain as permanent are the <br />access road to the coal lab building, the road to the South fan, and two roads on the Corley Mountain <br />Ranch property. <br />Topsoil has been replaced on the Southfield Mine; however, topsoil replacement is not a Phase I Bond <br />Release criterion. Therefore, topsoil replacement is not considered as part of this bond release request. <br />III. OBSERVATIONS AND FINDINGS <br />The Division holds a corporate surety in the amount of $914,443.00 for the Southfield Mine. EFCI has <br />requested that the bond be reduced $14,072.00 to $900,371.00 in conjunction with this Bond <br />Reduction/Phase IBond Release application. The reduction in required liability results from the <br />recalculation of the reclamation cost estimate in conjunction with the 2002 midterm review (completed <br />on 21 February 2002). At that time, the Division's reclamation cost estimating program was updated to <br />reflect current equipment and operating costs and the requested reduction ($14,072.00) reflects [hose <br />updated costs. <br />In addition, EFCI is requesting that $519,940.00, or 57.7% of the $900,371.00 liability, be released in <br />conjunction with this Bond Reduction/Phase IBond Release application. EFCI is requesting a total <br />reduction and release of $534,012.00. The remaining reclamation bond for the Southfield Mine will be <br />Southfield Mine Permit No. C-1981-014 <br />SIr2 Findings l l 25 April 2003 <br />
