$380,431.00. The Division has calculated the cost for the remaining reclamation (including
revegetation and site maintenance) to be $223,856.00. The Division finds there will be sufficient bond
money available to complete reclamation at the Southfield Mine following the requested reduction and
release.
The Southfield Mine is located in the historically active Canon City coal-mining district. As a result,
there aze several prelaw features within the permit azea that aze not the responsibility of EFCI. These
include a small building (the old Vento Mine office/house) by the entrance to the reclaimed explosives
storage area, an old truck scale and weighing house along the county road (County Road 92) north and
west of the reclaimed facilities azea and arefuse/debris pile west of the county road (County Road 92}
by the gate to the reclaimed Newlin Creek Mine. EFCI is not responsible for the reclamation of these
pre-law features.
The following discussion of reclamation at the Southfield Mine is organized into categories according
to the reclamation plan: structural demolition, roads, sealing of underground openings, backfilling and
grading, the refuse disposal pile, and drainage control and reestablishment
Structural Demolition and Removal
The site structures that were demolished and removed include the office/shop/warehouse building, the
coal preparation plant, all of the conveyor belts and stacking tubes, the explosives bunker, the rock dust
storage tank, the south fan, the diesel fuel tank, the truck scale, the electrical transmission lines from
the substation to the facilities area and the guazd shack.
The majority of the structural demolition debris was salvaged and resold, sold as scrap or removed
from the site to an approved landfill. The remaining mining equipment, including the continuous
miners, shuttle cars, power centers and roof bolters, were sold or moved off-site for storage.
Two on-site disposal azeas were approved and permitted for demolition debris pursuant to Rule 4.11.4.
These approved areas were the Pond 1 basin and the portal area. During monthly inspections the
Division noted that concrete, sheet metal and coal fines from the coal stockpile areas and Pond 2 were
Southfield Mine Permit No. C-1981-014
SL-2 Findings 12 25 April 2003
