Soils - Rules 2.04.9, 2.05.3(5), 2.05.9(2)(d) and 9.06 <br />Information regarding soils resources in the area are presented in Section <br />2.04.9 of t1~e permit application. Topsoil removal and storage and topsoil <br />replacement plans are given in Sections 2.05.3(5) and 2.05.4, respectively, of <br />the permit application. <br />The applicant has demonstrated that sufficient suitable topsoil materials are <br />available to reclaim the disturbed area with an average depth of 4" to 6" of <br />topsoil. Considering the amount of topsoil available on the site and the <br />comparatively large surface area which will be reclaimed relative to the small <br />amount of additional disturbance, this is acceptable to the Division. <br />The operation is in compliance with the requirements of this section. <br />XZI. Vegetation - Rules 2.04.10 and 2.05.4(2)(e) <br />The Division has reviewed the information submitted by the applicant in Sections <br />2.04.10 and 2.05.4 of the permit application. <br />The applicant has not supplied the site-specific baseline information required <br />by Rule 2.04.10. However, consultants for the permittee have discussed the <br />collection of baseline information at the mine site in July of 1982 with <br />representatives of the Division. Since most of the disturbance is already <br />existing and baseline sampling must occur outside of the disturbed area in this <br />instance, the Division finds the operation in compliance with the acceptance <br />of the following stipulation: <br />Stipulation No. 8: <br />WITHIN 90 DAYS OF PERFI7T ISSUANCE, THE PERMITTEE SHALL PROVIDE <br />THE FOLLOWING: <br />1. ASITE-SPECIFIC VEGETATION MAP, DELINEATING ALL VEGETATIVE <br />COMMUNITIES (BASED ON VISUALLY DOMINANT VEGETATION) AND SNfPLE <br />SITES, AND MEETING THE REQUIREMENTS OF RULE 2.04.10. <br />2. SITE-SPECIFIC BASELINE AND REFERENCE AREA VEGETATION DATA ON <br />SPECIES COMPOSITION, COVER, PRODUCTION, AND WOODY PLANT <br />DENSITY FOR COMMUNITIES TO BE DISTURBED. THIS INFORMATION <br />SHALL BE DERIVED FROId SAMPLING METHODOLOGIES AND EXPERIMENTAL <br />DESIGNS WHICH ARE ACCEPTABLE TO THE DIVISION AND WHICH MEET <br />ESTABLISHED SAMPLE ADEQUACY REQUIREMENTS. <br />3. R QUALITATIVE DISCUSSION OF EACH VEGETATION COMMUNITY WITHIN <br />THE PERMIT AREA. <br />The above information shall be reviewed and approved in writing by the Division <br />prior to relieving the permittee of the requirements of this stipulation. <br />
