MR-95 proposed approval decision was issued March 31, 1995. The <br /> revision replaced figures concerning drill hole reclamation and <br /> portal sealing which had been inadvertently deleted in the course <br /> of the permit renewal. <br /> MR-96 proposed denial decision was issued May 9, 1995. Operator <br /> was directed to submit proposed D Portal drainage modifications as <br /> a technical revision. <br /> MR-97 proposed approval decision was issued May 15, 1995. The <br /> revision addressed relocation of sump dewatering hole SDH#6, <br /> drilling of three methane de-gas wells, and six B seam development <br /> holes, and installation of two pipelines. <br /> Reclamation liability was increased by $23 ,906.00, resulting in a <br /> cumulative liability of $6,138,565.00. Total bond held at the time <br /> was $6,163,066.00. <br /> MR-98 proposed approval decision was issued August 1, 1995. The <br /> revision addressed relocation of Sump Dewatering Hole (SDH) 16: <br /> Bond liability increase of $3,815.00, increased cumulative <br /> liability to $6,142,380.00. <br /> MR-99 proposed approval decision was issued August 24, 1995. The <br /> revision corrected certain erroneous page labels. <br /> MR-100 proposed approval decision was issued September 14, 1995. <br /> The revision addressed installation of a prep plant bypass system, <br /> consisting of a conveyor, a transfer building and a crusher <br /> building in the vicinity of the existing coal silos. The revision <br /> entailed a reclamation liability increase of $25,751.00, resulting <br /> in a cumulative liability amount of $6, 168,131.00, which exceeded <br /> the bond held by $5,065. 00. The additional bond was to be <br /> submitted prior to implementation of the revision. <br /> MR-101 proposed approval decision was issued February 21 , 1996. <br /> The revision addressed construction of a temporary coal laydown _ <br /> area, sediment pond and access road adjacent to conveyor transfer <br /> station No. 2. The need for the facility was to allow for <br /> stockpiling of coal (if necessary) which would be trucked in from <br /> outside sources to supply the Deseret Power Plant until Deserado <br /> production was restored. The mine was down due to a mine fire in <br /> Longwall Panel 9, which started January 31, 1996, and which <br /> resulted in sealing of the active longwall mining district, and <br /> loss of the longwall mining equipment. - <br /> Estimated liability associated with MR-101 was $3,879.66, resulting <br /> in a cumulative liability of $6,173 ,370.66, which exceeded the bond <br /> held by $845.66. Final approval was contingent upon submittal of <br /> necessary bond. <br /> MR-102 proposed approval decision was issued March 15, 1996. The <br /> revision addressed installation and reclamation of two emergency <br /> drill holes (LW9-1 and LW9-2) above the longwall panel 9 tailgate <br />
