The revision clarified <br /> that, due to the fire and subsequent sealing, previously approved <br /> holes LW10-1 and LW11-1, would not be drilled. <br /> Liability increase of $6,285.00 resulted in a cumulative liability <br /> of $6,179,656.00. Bond held was $6,182,525.00. <br /> MR-103 proposed approval decision was issued May 13, 1996. The <br /> revision addressed changes in the D seam mining schedule caused by <br /> the mine fire in Longwall Panel 9, and the resultant sealing of the <br /> mining district. There was no change in reclamation liability. <br /> MR-104 proposed approval decision was issued August 26, 1996. The <br /> revision addressed drilling of 9 development holes and one de-gas <br /> hole during the 1996 drilling program. <br /> Liability increase of $27,747.00 resulted in a cumulative liability <br /> amount of $6,207,403.00, which exceeded the bond amount held by <br /> $24,878.00. Additional bond in the amount of $25,000.00 was <br /> submitted, bringing total bond held to $6,207,525.00. <br /> MR-105 was submitted to the Division on September 9, 1996, and <br /> deemed complete on September 18, 1996. The application, which <br /> addressed underground disposal of prep plant thickener water, was <br /> withdrawn by the operator as requested by the Division on October <br /> 16, 1996, and subsequently submitted as a technical revision <br /> application. <br /> MR-106 proposed approval decision was issued October 9, 1996. The <br /> revision addressed replacement of three development holes permitted <br /> under MR-104, with three alternate drill sites. There was no <br /> increase in bond liability. <br /> Certain BLM stipulations pertinent to MR-104 and MR-106 regarding <br /> cultural resource mitigation and reporting, mule deer winter range <br /> activity restrictions, and raptor buffer zones were forwarded to <br /> the operator in a letter of October 31 , 1996. <br /> MR-107 was submitted to the Division on February 24, 1997 and <br /> deemed complete on that date. The revision addressed drilling of <br /> up to three de-gas wells in one location over the RP-1 room and <br /> pillar mining area. The revision is currently under review. <br /> Permit Transfers <br /> On November 13, 1996, the operator submitted an application for <br /> transfer of the Deserado permit from Western Fuels-Utah, Inc. to <br /> Blue Mountain Energy Inc. The Division issued an adequacy letter <br /> on December 6, 1996, which identified the need for submittal of a <br /> renewed certificate of insurance, and replacement or transfer of <br /> reclamation bonds. A request for certain additional ownership and <br /> control information was forwarded to the operator by FAX <br />
