Revised monitoring plan for bedrock wells in the two leases
requires water quality analyses once prior to entering the lease
for mining and once prior to the wells being mined out or bond
release. The wells are to be monitored for water level twice a
year (spring and fall) .
No change in bond liability.
TR-41 was determined to be complete on July 15, 1996. The revision
addressed various road designation changes prompted largely by DMG
rule changes, incorporated a "relevant showing" in lieu of
certification for mine haul and access roads, revised the
reclamation plan to indicate that the refuse haul road between
County Road 65 and the refuse areas would be fully reclaimed, and
amended the text to clarify that County Road 65 within the permit
area is a public road for which the operator does not have
maintenance or reclamation responsibility.
The Division's cost estimate associated with this revision
increased the liability amount to $6,281,207.00, which exceeded the
current bond amount held by $73,682.00. With exception of
additional bond submittal, remaining adequacy concerns were
resolved by submittal of an amended "relevant showing" letter dated
December 2, 1996. The revision has not been approved, because the
additional bond has not yet been submitted.
TR-42 was determined to be complete on September 13 , 1996. The
revision addressed combining of refuse areas RP-2/3 and RP-4 into
a single area, increasing the storage capacity by filling in the
void which would otherwise exist between the two areas. The
Division issued an adequacy review letter on October 15, 1996, for
which no response has been received.
TR-43 proposed approval decision was issued on January 17, 1997.
The revision allows for disposal of prep plant thickener water
within sealed mine workings. The revision did not affect the
reclamation liability or bond held ($6,207,525.00) .
Minor Revisions
MR-92 proposed approval decision was issued January 20, 1995. The
revision updated reclamation cross sections on Map 77 and Map 83 ,
for RP-2/3 , and clarified routing of haul road drainage to Pond RP- -
5, on Map 77A.
MR-93 proposed approval decision was issued February 27, 1995. The
revision allowed for culvert installation at the east entrance to
RP-5A.
MR-94 was withdrawn effective July 12, 1995. Ground Water
monitoring changes originally proposed in MR-94 were subsequently
addressed in TR-37.
