---- -- ----- -- --- -- --
TR-36, the operator has on several occasions pumped water out of
ponds RP-2/3 and RP-4 to other ponds with excess capacity, due to
a concern that if the ponds were to discharge through the primary
spillway risers, applicable settleable solids or suspended solids
standards would be exceeded.
There was no change in bond amount.
TR-37 proposed approval decision was issued August 7, 1995. The
revision eliminated the requirement for quarterly water quality
monitoring of bedrock wells.
There was no change in bond amount.
TR-38 was approved November 2, 1995, with two stipulations. The
revision addressed construction of a settling pond and ditch
associated with proposed mine dewatering site SDH 16. A liability
increase of $1,360.00 was calculated. Two stipulations were
attached, Stipulation No. 50, and Stipulation No. 51.
SDH #6 dewatering site and associated facilities was never
installed.
TR-39 proposed approval decision was issued September 16, 1996.
The revision addressed a number of interim stabilization measures
to be employed on Refuse Disposal Area 2/3, 4, and 5A, during the
fall of 1996. The objective was to minimize erosion and
sedimentation from the refuse slopes and ditches, reduce
sedimentation to the ponds, and reduce maintenance requirements.
Measures were to include compactor imprinting on refuse slopes,
rock check dams and sediment traps along in-pit ditches, lining
certain ditch segments with graded, angular rock riprap, and
seeding and mulching of various ditch locations.
Due to early on-set of winter weather, with snow cover or muddy
conditions prevailing from mid-October on, the work has not been
completed within the timeframes originally scheduled. A revised
time schedule is outlined in a memorandum from Gordon Bell of WFU
to Dan Mathews of the Division, received by the Division on
November 6, 1996. The revised schedule was not formally
incorporated into the permit. No change in bond liability.
TR-40 proposed approval decision was issued June 19, 1996. The
revision eliminated the requirement for subsidence photogrammetric
survey over Room and Pillar mining Area RP-1 , and reduced bedrock
water quality monitoring in the "B" Seam mine area in Leases C-8424
and C-8425. Revised permit commits to twice a year visual
inspection above RP-1, with a report to be submitted annually.
Inspection and report submittal dates are not specified.
