<br />IV. Revegetation <br />~~ <br />1. The Division proposes to approve the use of adapted species in the <br />reclamation seed mix. The applicant has submitted information <br />which shows the adapted species to be feasible in achieving the <br />approved post-mining land use, and has demonstrated they are not <br />poisonous or noxious. (4.15.2). <br />2. The Division proposes to approve the use of mulching and cover <br />crops as a means to meet soil stabilization requirements. (4.15.4). <br />3. Methods to measure herbaceous cover and production, species <br />diversity, and woody plant density are discussed in Section V of <br />the permit application. These techniques include the use of <br />Comparisons to a reference area. The Division proposes to approve <br />of these techniques. (4.15.7(1)). <br />4. Comparisons between reclaimed and undisturbed areas, in order to <br />demonstrate that success criteria of 4.15.8, 4.15.9, or 4.15.10 <br />have been met, will be based on reference area inventories. <br />The Division proposes to approve the basis for this comparison. <br />5. The Division proposes to approve of the reference areas which the <br />applicant has selected based on the requirements of Rule 4.15.7(3). <br />6. The reference areas will be utilized to determine revegetation <br />success in a manner which the Diyision finds acceptable. <br />4.15.7(4)). <br />V. Subsidence Control <br />The applicant has not yet proposed a subsidence control plan for lease <br />COC-51551 in accordance with Rule 2.05.6(6)(c>. Therefore the following <br />stipulation is imposed on Division approval of this permit. <br />Stipulation No. 49 <br />WESTERN FUELS-UTAH, INCORPORATED SHALL SUBMIT TO THE DIVISION ALL <br />INFORMATION REGARDING SUBSIDENCE AS REQUIRED IN RULE 2.05.6(6) FOR ALL <br />LANDS TO BE MINED IN FEDERAL COAL LEASE COC-51551. THIS SUBMITTAL SHALL <br />BE MADE WITHIN SIX (6) MONTHS OF THE PERMIT REVISION DECISION, AND PRIOR <br />TO INITIATION OF MINING ACTIVITIES IN LEASE COC-51551. NO MINING SHALL <br />OCCUR IN SAID LEASE UNTIL SUBSIDENCE CONTROL AND MITIGATION PLANS FOR THE <br />AREA HAVE BEEN APPROVED BY THE DIVISION. <br />-13- <br />
