XYI, Explosives - Rules 2.05.3(6) and 4.08 <br />There will be no use of explosives during reclamation. The original Findings <br />Document contains Stipulation No. 10 which required a plan to be submitted <br />prior to the construction of explosive storage and handling facilities. Since <br />no such facilities will be approved in the permit renewal document, this <br />stipulation is no longer needed. The proposed plan is in compliance with the <br />requirements of this section, <br />XVII. Backfillin~ and Grading - Rules 2.05.3(6)(b), 2.05.4(2}(a) <br />The only operations to be addressed under the renewal are related to the <br />reclamation of the site. The reclamation will include plugging of the current <br />exploration holes and monitoring wells, reclamation of access roads to the <br />test pit, and the backfilling of the test pit along with the associated <br />placement of subsoil and topsoil to cover the backfilled pit, removal of the <br />office building and cleanup of the coal handling area, and the revegetation of <br />the reclaimed areas. <br />Upon establishment of an adequate vegetation cover on the reclaimed area to <br />control erosion, the current diversion ditches and sediment pond will be <br />backfilled and revegetated. <br />These operations are described on pages 2.02-8 (revised) through 2.02-12 <br />(revised) of the permit application. These pages were submitted to the <br />Division on January 18, 1989 as part of Kaiser Steel's reply to the Division's <br />adequacy comments on the permit renewal and Technical Revision No. 9 <br />applications. <br />The test pit occupies an area of approximately ten acres, which will be <br />backfilled with approximately 210,338 cubic yards of material. Front end <br />loaders, dumptrucks, scrapers and D-8 or D-9 dozers will be used for this work. <br />The 1983 Findings Document contained Stipulation No. 11 which required the <br />operator to monitor the pit, overburden stockpiles and backfilled areas of the <br />mine to verify overburden swell and bulking factors. In addition, an annual <br />report was required. <br />The applicant has addressed the swell factor questions as they apply to the <br />test pit on pages 2.05-1c and d of the pettnit application. Since no further <br />mining will take place under this renewal, the stipulation is no longer <br />required. <br />The postmining topography of the test pit area will be reclaimed to the <br />approximate original contour (page 2.02-10 revised 11/15/88, Map l - Test Pit <br />Post Mining Topography - November 15, 1988 permit renewal submittal). No <br />highwalls or stockpiles will be left, and no permanent water impoundments are <br />proposed. The application is in compliance with the requirements of this <br />secti on. <br />_lp_ <br />
