10. Page 2.05.4(2)(d)-8: Paragraph 5 describes the seedmix to be used on temporary <br />topsoil piles. In TR-2R Western Fuels has proposed to change the rate of the <br />temporary seed mix. Since the Division approves the rates proposed in TR-28, please <br />bring this page into agreement with the rates proposed in TR-28. <br />11. Page 2.05.4(2)(d)-10: Paragraph 3 references using alfalfa, Medicaeo as tiva, in the <br />topsoil seedmix. TR-28 proposes to remove alfalfa from the seedmix. The Division <br />concurs with removal of alfalfa from the mix. Upon Division approval of TR-28, <br />Western Fuels needs to bring this reference into agreement with the proposed <br />seedmix. (While revising this page, 2.05.4(2)(d)-10 there are also two typos in the <br />preceding sentence, "gulling" instead of "gullying" and "form" instead of "forb".) <br />12. Topsoil balance was calculated using Table 2.05.4(2)(d)-1, dated 9/9/94, and Map <br />2.05.4-4, dated 9/6/94. These documents indicate a deficit of soil resource for the <br />irrigated pasture lands. <br />The Division's calculations indicate a total of 151.2 acre feet (243,912 cubic yards), are <br />needed to replace 1.5 foot soil thickness on 104.4 acres of postmining irrigated <br />pasture. Data supplied to the Division by Western Fuels indicates 132.8 acre feet <br />(214,203 cubic yards) are projected to be available for salvage. This will result in a <br />deficit of 18.4 acre feet of soil material. This postmining land use type requires <br />replacement of soil in two separate lifts. Only if there is an excess of the D70B soil <br />available after reclamation of the prime farmland, could this soil type be utilized for <br />the irrigated pasture land. <br />The topsoil balance calculations with the 1994 data supplied by Western Fuels <br />indicate there is potentially 7.8 acre feet of excess D70B soil. Is this still an accurate <br />accounting of D70B topsoil availability after topsoiling operations conducted in 1995? <br />Please update this section to indicate how this apparent topsoil shortage will be <br />rectified. <br />13. Tab 22: In the New Horizon Mine Revegetation portion of the permit there are two <br />shrub and tree planting lists in Tab 22, (pg. 22-7). In list 2 (Moist Sites) several <br />Species are listed for planting which the Division considers undesirable. Both <br />Tamarix, Saltcedar, species should be removed from the list. Cattail, Twha latifolia, <br />is not considered a tree or shrub . Please revise these species list to remove these <br />species. <br />14. Page 2.05.3(3)-l9: Please update this section to include all support facilities. <br />15. Section 2.05.3(6)(a): Page 3 paragraph 2 indicates the seismographic data is being <br />submitted to a qualified firm for further analysis. Is this statement accurate? If not, <br />please modify this section. <br />Please update the sections on Blast Design and Production to reflect current methods. <br />Page 6 paragraph 2 indicates that the blasting schedule is being mailed to all residents <br />who live within one half mile of the blasting site.
