If applicable, a statement which explains what efforts have been made, in the location <br />decision for the use, to conserve productive agricultural land in the A zone district. <br />This site was selected because of the significant gravel resource underlying the property. <br />According to Savage and Savage, who conducted a vegetation assessment of the site, "There <br />are no native vegetation communities extant on the parcels. Both parcels contain vegetation that <br />can be categorized as mesiclxeric introduced ruderal herbaceous seral. The visually dominant <br />species include whitetop, Canada thistle, annual mustards and curly dock:' The proposed <br />reclamation plan will help to conserve and improve agricultural land by removing the invasive <br />species and replanting the proposed pastureland (Phases 1 and 2) with native species when <br />possible. Refer to Exhibit J -Vegetation Information from the DMG 112 Reclamation Permit <br />Application for additional details. <br />5. A statement which explains there is adequate provision for the protection of the health, <br />safety and welfare of the inhabitants of the neighborhood and the County. <br />Hall-Irwin Corporation will mine and reclaim the site in a manner that is consistent with federal, <br />State and County regulations that have been created to protect the health, safety and welfare of <br />the inhabitants of the neighborhood and the County. For example, the operator will abide by a <br />Dust Abatement Plan, obtain necessary Air Pollution Emission Notices from the Colorado <br />Department of Public Health and Environment -Air Quality Control Division, meet State <br />standards for noise emissions and limit noise emissions by using conveyors, and develop and <br />comply with a Stormwater Management Plan. <br />6. A statement describing the existing surrounding land uses and explaining how the <br />proposal will be compatible. <br />The surrounding land uses in the vicinity include farmland, industrial land, rural residences, and <br />several other gravel operations. This use will be compatible with the uses in the area because <br />mining is one of the primarily uses in the area: Hall-Irwin's Baseline Resource is adjacent to the <br />east, Aggregate Industries and Apex have operations to the north and south. In addition, the <br />operator will place overburden and topsoil stockpiles along the perimeter of the mining <br />operations to help screen views into the property while it is being mined. <br />7. A statement describing the existing land use. <br />The property is currently being used as pastureland for horses and rural residences. <br />8. Describe, in detail, the following: <br />a. How many people (employees, visitors, buyers, etc.) will use this site? <br />Hall-Irwin Corporation anticipates that there will be a maximum of two shifts and twelve <br />employees working on this site. The employees include: equipment operators; managers; <br />drivers; equipment mechanics; maintenance, administrative antl sales personnel. There will <br />also be visitors, buyers, etc. using the site on a random basis.
