<br />Soil Conservation District about the proposed reclamation practices and the proposed seed <br />mix and plant materials. <br />2. A statement which explains how the proposal is consistent with the Weld County <br />Comprehensive Plan. <br />This application is consistent with the Weld County Comprehensive Plan. The mining operation <br />will promote the following goals and policies: <br />CM.Policy 1: Access to future mineral resource development areas should be considered in all <br />land-use decisions in accordance with Colorado State Law. No Weld County governmental <br />authority which has control over zoning shall permit the use of any area known to contain a <br />commercial mineral deposit in a manner which would interfere with the present or future <br />extraction of such deposit by an extractor. This property is situated within one of the principal <br />aggregate deposits in the County. According to the Weld County Sand, Gravel Resources Map, <br />the resource is classified as F1 - floodplain deposit of relatively clean and sound gravel. <br />CM.Goal2: Promote the reasonable and orderly development of mirieral resources. <br />CM.Goa13: Minimize the impact of surface mining on surrounding land uses, roads and <br />highways. The operator will minimize the impact of the mining operation by using an existing <br />mining operation's processing area to wash, screen, sort and haul the final products and to <br />minimize truck traffic from the site. The operator has also developed a landscape plan and a <br />dust abatement plan to minimize the impact on surrounding land uses. Mining is a predominant <br />use in this area because it is so close to the South Platte River. <br />CM.Goal 4: Minimize hazardous conditions related to mining activities and the mining site. The <br />applicant will comply with federal, state and local regulations. <br />CM.Goal 5: Provide for timely reclamation and reuse of mining sites in accordance with the <br />Comprehensive Plan, Subdivision and Zoning Ordinances. The operator will mine and reclaim <br />the site concurrently to provide for timely reclamation. This site will be reclaimed into a water <br />storage reservoir and pastureland. The proposed final land uses (water storage reservoir, <br />pasture land, future development) are consistent with the Weld County Comprehensive Plan and <br />the subdivision and zoning ordinances. <br />3. A statement which explains how the proposal is consistent with the intent of the district in <br />which the use is located. <br />This property is located in the Agricultural District. The Weld County Land Use Code states that <br />"the A (Agricultural) Zone District is also intended to provide areas for the conduct of Uses by <br />Special Review which have been determined to be more intense or to have a potentially greater <br />impact than Uses Allowed by Right."
