Memo to BOCC <br />Re: SDE No. 97-01 <br />April 7, 1997 <br />Page 3 <br />COMPREHENSIVE PLAN <br />The Pueblo Reoional Comprehensive Development Plan, "Pueblo County Plan Map" <br />depicts the subject properties as Agriculture, Floodplain, and Rural Residential. <br />During the proceedings upon the rezoning request, the Pueblo Regional Planning <br />Commission filed a statement regarding this property which follows in part: <br />"February 11, 1971: <br />The official Comprehensive Plan was adopted by the Pueblo Regional <br />Planning Commission on March 12, 1968, the City Planning and Zoning <br />Commission on March 12, 1967, the City Council on November 27, 1967, <br />the Pueblo County Planning Commission on February 27, 1968, and the <br />Board of County Commissioners on March 12, 1968. <br />At the heart of the plan in this particular geographic area is a public park <br />extending from Pueblo Reservoir to City Park. The plan shows a chain of <br />small lakes within the park. The plan describes the area as it is expected <br />to look in 1980 or 1990. <br />It is important to note that the plan does not show agricultural use even <br />though the use was agricultural when the plan was drawn and adopted. <br />Thus, the plan recommends a change in use from current agricultural use <br />to a public park containing a chain of small lakes and the attendant <br />landscaping and recreational facilities and use. <br />Prior to drawing and adopting the plan extensive research was undertaken. <br />The location of all better gravel deposits in Pueblo was studied. <br />The lakes idea grew out of two related facts that there was both good <br />gravel in this area and aregion-wide need and use for more parks and <br />water acreage, for horseback riding, swimming, canoeing, other <br />recreational and scenic and pastoral activities not likely to be provided on <br />Pueblo Reservoir with its fluctuating water level, high winds, mud flat <br />shore line and heavy traffic by power boats." <br />OTHER AGENCY COMMENTS <br />The Pueblo County Department of Public Works indicates the following comments for <br />this land use case (Exhibit 6): <br />
