Memo to BOCC <br />Re: SDE No. 97-01 <br />April 7, 1997 <br />Page 2 <br />The Board of County Commissioners, at its meeting of November 14, 1996, voted to <br />grant Subdivision Exemption No. 96-04 and Map Amendment No. 96-25 which provided <br />for the land exchange between Valco and the State of Colorado. <br />BACKGROUND <br />The subject property is the former Valco-owned batch-plant site within an I-3, Heavy <br />Industrial Zone District. The property was rezoned from A-2, Agricultural Zone District, <br />to I-3, Heavy Industrial Zone District, with the rezoning granted by the Board of County <br />Commissioners initially on February 25, 1971, and reaffirmed through vote on <br />December 2, 1971. <br />This formerly Valco-owned property has been associated with permitted sand and <br />gravel mining and processing activities under several different special use permits <br />which were subsequently incorporated into Special Use Permit No. 479. The Pueblo <br />County Planning Commission (PCPC) approved SUP No. 479 on January 18, 1983, <br />and again on July 24, 1984. On June 24, 1986, the PCPC voted to approve an <br />amendment to SUP No. 479 which added 11.931 acres to the permit, then heard it <br />again on 2-year reviews at the July 22, 1986, July 26, 1988, and July 16, 1990 <br />meetings. At the five-year review, held April 25, 1995, the permit was approved. At the <br />October 22, 1996, meeting the Planning Commission approved an amendment to the <br />allow for the land exchange to take place between Valco and the State. The special <br />use permit is governed by a number of conditions which were imposed over the years <br />at various public hearings. These conditions are attached as Exhibit No. 4. <br />LAND USE AND ZONING <br />The subject property is zoned I-3, Heavy Industrial, and contains the offices and <br />concrete botching plant being operated by Transit Mix. There are a number of <br />aggregate storage piles and conveyor equipment also within the property (Exhibit 5). <br />The surrounding property to the west, north, and east consists of active mineral <br />extraction, Riparian areas (tree-lined river bank) along the Arkansas River, the Nature <br />Center and Public Trail System, and some residential and commercial development. <br />Property to the south of the plant site is bounded by Highway 96 West with residential <br />development beyond and along the heights overlooking the highway. <br />ACCESS <br />The 101 acre property is currently accessed directly from Highway 96 West. <br />
