Exhibit "D" should be expanded by inclusion of a carefully investigated <br />subsurface aquifer report. Due to the existence of at least one active <br />spring upslope from the mine site, and particularly in light of the <br />City's unfortunate experience with similar subsoil formations at the Green <br />Mountain Recreation Center northeast of the mine site, it is believed <br />that such an investigation is highly warranted. The Soil Conservation <br />Service Soils Report dated April 7, 1978, should be made part of this <br />exhibit, also. <br />F. Another subject which perhaps should be addressed in Exhibit "B" is <br />information sufficient to assure that no hazardous drainage situations <br />are promulgated by the operation prior to reclamation, and that a minimum <br />`~1 ~of destructive erosion would take place during a major, localized precip- <br />itation event. Care should be taken that no significant ponding can <br />~ occur in areas which could potentially erode suddenly, resulting in <br />~' large volumes of water being freed downhill. This concern will become <br />greater than at present as anticipated development to the south of the <br />mine area takes place. <br />G. Regarding the reclamation plan {Exhibit "E"), the primary concerns are <br />as follows: <br />1. The City's ability to review and approve the final grading plan <br />for the site. The first step, of course, is submittal of such a <br />grading plan as part of this exhibit. Also, annual submittals, as <br />required by Section 34-32-110(4) of the Act, should include plans <br />indicating such grading work as has taken place in the last year, <br />and an indication of the grading to be undertaken in the next year. <br />2, Of greatest significance due to anticipated public recreational use <br />of the City's land and the projected development of the land adjacent <br />to the south is the minimization of subsidence hazards. This sub- <br />'' sidence hazard is addressed in the "Coal and Clay Mine Hazard Study <br />and Estimated Unmined Coal Resources, Jefferson County, Colorado" <br />study and report by Amuedo and Ivey dated Januarys 1978, Both the <br />interim and final reclamation plan should address this concern in <br />detail. Compaction of the fill material is critical and probably <br />should be monitored and confirmed on a regular basis as fill is placed. <br />
