<br /> <br />Description of the Operation and Reclamation Plan <br />Energy Fuels Coal Inc. proposes to continue mining approximately 550,000 tons <br />of coal per year from the Southfield Mine for the remainder of the projected <br />7.5 year life of the mine. Coal is mined, washed, stockpiled, and/or trucked <br />from the mine site. Coal is also stockpiled at the load-out near Florence <br />prior to being loaded onto trains. Coal mine waste is disposed of in an <br />approved waste disposal area at the mine. <br />Coal is mined by the room and pillar method, using continuous miners. Coal is <br />transported from working sections of the mine to the surface by a belt <br />conveyor, and then dumped in a raw coal stockpile. Raw coal is sized, crushed <br />and cleaned by gravity separation in the preparation plant at the mine site. <br />A belt press is then used to dry the coal prior to transfer to stockpiles from <br />which the coal is trucked off site. <br />Following cessation of mining operations at the Southfield Mine, the site will <br />be reclaimed in accordance with the reclamation plan found in the permit <br />document. All facilities will be removed from the site or buried and the <br />portals will be sealed. The area will then be graded so as to return it to <br />approximate original contour. All ponds and diversions will be removed and <br />the Magpie Creek drainage will be re-established approximately in its original <br />location. The area will then be covered with topsoil and seeded and mulched <br />so as to establish a diverse self-perpetuating stand of vegetation. <br />The refuse pile reclamation will be completed by covering the remaining spoil <br />area with four feet of noncombustible cover, including topsoil, seeding and <br />mulching. Diversions surrounding the refuse disposal area will remain as <br />permanent structures. <br />Reclamation of the load-out will involve removal of surface water control <br />structures and grading to approximate original contour. Topsoil will be <br />spread on the site followed by seeding. <br />-6- <br />
